Job Summary: The Developmental Services Director reports directly to the City Manager and is primarily responsible for overseeing all planning functions and to providing technical assistance for the economic development of the city. The Director is responsible for administration of the comprehensive planning program, interpretation, administration, drafting and enforcement of the Zoning Code, Subdivision Regulations, and land use and transportation plans. The Director will serve in an advisory capacity and as Secretary to the Planning Commission, Board of Adjustment, and Technical Advisory Committee. The Director will also serve as the Neighborhood Services Coordinator. This position provides leadership to professional planners, inspectors, and administrative personnel while guiding responsible community planning, vitality, and compliance with municipal codes and comprehensive plans.

Essential Job Functions 
An employee in this position may perform any or all of the following duties:
•Administer the Comprehensive Planning Program, including the administration of the Comprehensive Plan, Zoning Code, Subdivision Regulations, and Floodplain Regulations.
•Process, review, report, and make recommendations to the Planning Commission, City Council, Technical Advisory Committee, and Board of Adjustment all zoning, subdivision, and other development-related applications. Interpret codes and regulations as they relate to zoning and development applications. Provide a clear, concise, and thorough report, replete with maps and supporting documentation, to the respective boards, commissions, and committees to allow the decision-makers to make the best informed and advised decisions.
•Serve as the Neighborhood Services Coordinator.
•Prepare and coordinate required public notices in their diverse forms ( e.g. newspaper publication, sign-posting, direct mailing to property owners, website posting, and agenda posting) in accordance with state and local law and the Open Public Meetings Act.
•Draft and develop necessary amendments and updates to the Comprehensive Plan, Zoning Code, Subdivision Regulations, and other planning documents as directed.
•Oversees and implements the city’s comprehensive plan and ensures comprehensive plans are kept up to date and consistent with the long-term success of municipal development.
•Assists in developing and implementing strategies to best position the city to be a business-friendly environment by promoting the City’s developmental practices. 
•Addresses citizens’ complaints and requests for information regarding developmental projects.
•Responsible for the continued maintenance of Land Use and Planning data in Bixby's ArcGIS-based Geographical Information Systems program. Research and add data to the GIS database for the continued advancement of Bixby's GIS knowledge base, and share with all other departments. 
•Reviews and makes any necessary corrections to all GIS data. Prepare case maps as supporting documentation for staff reports, makes presentations to the City Council, City Staff and various groups outside the organization.
•Trains, assigns, directs, schedules, supervises, evaluates, and disciplines personnel.
•Assigns and/or reassign addresses within the City Limits after consulting with public works and emergency response departments as needed.
•Provides positive public relations in all encounters for all matters related directly and incidentally to planning, zoning and land use, and development in Bixby. This primarily involves communicating with landowners, developers, and the public in general, other governmental agencies, departments, and offices, the local legislative body (i.e. Bixby City Council), and the various boards, commissions, and committees, and providing to them information relating to planning regulations and how they affect land use and development.
•Performs other duties as assigned.

Minimum Education & Experience
•Bachelor's degree or a graduate education in urban planning or other related field is preferred in addition to position related experience. Such degree or experience may be substituted by five (5) years of verified successful experience in urban planning or equivalent combination of experience and education. 
•CFM: Accreditation, certification, or ability to attain Certified Floodplain Manager certification within the first two (2) years of employment.
•Excellent verbal, word processing, oral and written communication skills.
•Working knowledge of word processing, database, GIS programs, and computer spreadsheet software.
•AICP certification is preferred.

Physical Requirements & Working Conditions
Tasks involve the ability to exert normal physical effort in an office environment, typically involving some combination of balancing, feeling, grasping, hearing, mental acuity, reaching, repetitive motion, speaking, standing, talking, visual acuity, walking, and which involves some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 10 pounds). Tasks may involve extended periods of time sitting, using a keyboard or workstation, and reading.

Other Desired Requirements
•Knowledge of the theory, principals, and practices of community development.
•Knowledge of planning and zoning, demographics, economic trends, and impacts related to community development or equivalent knowledge of zoning regulations.
•Skill to communicate effectively with a wide variety of people, orally and in written form.
•Skills to apply attention to detail.
•Valid Oklahoma driver’s license. 
•Ability to pass a background investigation. 
•No felony convictions or pending felonious litigation.

Working Environment:
Work is performed in a professional office environment at the City of Bixby and includes bi-weekly City Council Meetings, and other community meetings as required.
