Job Summary:
The City of Bixby, known as the “Garden Spot of Oklahoma,” is seeking an impeccable, responsible, and servant-minded leader to serve as its next City Manager. As one of the fastest-growing communities in Oklahoma, Bixby is a dynamic and thriving city with a population of approximately 32,000 residents and a workforce of more than 200 city employees.
The City Manager will lead the organization and work collaboratively with the Mayor, City Council, employees, residents, businesses, and community partners to effectively manage the City’s continued growth and development.
Bixby is home to one of the state’s finest school districts, multiple parks, attractive shopping and residential developments, and significant additional development on the horizon.
This is an opportunity for an experienced and dedicated municipal leader to help guide Bixby through continued growth while preserving the qualities that make it a desirable place to live, work, and raise a family.
The City Manager shall be the chief administrative officer and head of the administrative branch of the city government. He shall execute the laws and ordinances of the city and administer the municipal government. The City Manager shall have the special powers and duties granted by the city charter and ordinances, and shall be directly responsible to the City Council for the proper administration of those ordinances.
Minimum Education & Experience:
The City Manager shall be appointed by the City Council solely on the basis of education and experience and without regard for political affiliation. Actual experience as City Manager or as an assistant City Manager is preferred. At the time of appointment, the City Manager need not be a resident of the city or state. The City Manager must, however, reside within the limits of the Bixby school district, or the designated fence line of the city, during the tenure of office.
The City Council may contract with the City Manager for an indefinite term. The performance of the City Manager shall be reviewed, at a minimum, on an annual basis. The hiring shall be approved by a four-fifths (4/5) vote of the council.
Essential Job Functions and Duties:
An employee in this position may perform any or all of the following duties:
1.To ensure that all laws and ordinances governing the city of Bixby are enforced.
2.To appoint and to remove all directors or heads of departments and all subordinate officers and employees in such departments, subject to the majority approval of the council. The following department heads shall be subject to the terms of this section: City Clerk, City Treasurer, Chief of Police, Fire Chief, Director of Public Works, and Directors of any other departments created.
3.To exercise management, leadership, control, and supervision of all departments of the city government, and to exercise all other administrative functions necessary for the administration of city government.
4.To prepare and submit a monthly report to the council, compiled from monthly departmental status reports received by the City Manager from department heads.
5.To attend all meetings of the council with the right to take part in discussions, but having no vote.
6.To recommend to the council for adoption, such measures as are necessary or expedient.
7.To keep the council fully advised as to the financial condition of the city, both present and future.
8.To prepare and submit to the council an annual budget for the city.
9.To ensure that all franchise rights and provisions are justly enforced.
10.To submit to the council at each meeting thereof a list of recommendations for each of the items listed on the agenda, including appropriate support documentation to assist the council in its decision-making process.
11.To create such departments as are necessary and expedient for the efficient and economical administration of the affairs of the city, subject to the majority approval of the council.
12.To investigate the affairs of all departments of the city, and to make appropriate recommendations to the council regarding the findings of such investigation.
13.To ensure that all city records are safeguarded from possible disaster, disposal, or sabotage, and to make certain the city can continue operation at all times, without interruption.
14.To perform all such other duties as may be imposed by this charter or by ordinance.
Physical Requirements & Working Conditions:
Tasks involve the ability to exert normal physical effort in an office environment, typically involving some combination of balancing, feeling, grasping, hearing, mental acuity, reaching, repetitive motion, speaking, standing, talking, visual acuity, walking, and which involves some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 5 pounds). Tasks may involve extended periods of time sitting and using a keyboard or workstation.
Other Requirements:
1.Ability to learn and maintain familiarity with municipal codes, practices, policies, and state statutes.
2.Ability to develop and apply comprehensive municipal growth strategies, economic, and infrastructure development projects.
3.Ability to apply team-oriented and positive principles to inspire workforce productivity and personal growth.
4.Skill to communicate effectively with a wide variety of people, orally, in writing, and across digital platforms.
5.Skill to apply data-driven planning, workforce research, strategic infrastructure planning, and transparent evaluation of personnel and projects.
Special Certifications, and other Qualifications Required:
1.Valid Oklahoma driver’s license.
2.No felony convictions.
Working Environment:
Work is performed in a professional office environment at the City of Bixby and includes twice-monthly City Council meetings, special meetings, and other community meetings as are required for the success of the city.
