JOB SUMMARY

The Assistant Finance Director is responsible for assisting the Finance Director in all areas of
operations. Work involves performing technical accounting and fiscal management tasks as well
as oversight of day-to-day financial and accounting operations, including General Accounting,
Accounts Payable, Accounts Receivable, Payroll, Revenues, Utility Billing and Business
Licenses. The position performs a variety of complex, supervisory, professional, administrative
and technical accounting and finance functions in maintaining the City’s fiscal records. Work
requires limited supervision and the use of independent judgment.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may
be assigned.

1. Manage accounting cycle including, preparing journal entries and adjustments, monthly
financial statements and special purpose reports. Maintain, analyze, track
and reconcile all subsidiary and general ledger accounts and bank statements
properly.
2. Assist in preparing and maintaining the City-wide budget including, compiling data,
analyzing reports, researching information, preparing statistical data and forecasting
budget projections. Ensure all funds are balanced and operating. Suggest changes to
operating budgets to Finance Director. Attend internal review and budget meetings.
3. Coordinate the annual audit process to include: reviewing year end accounting records;
making adjusting journal entries; preparing audit reconciliations and schedules; works
closely with the auditor during audit field work, verifying the audit documents are
complete and accurate; compile the Comprehensive Annual Financial Report and work
with the auditor in the preparation of the report.
4. Identify and solve first level problems for accounting software users, including answering
questions, providing advice and troubleshooting; work with software vendors.
5. Review accounting policies and procedures to ensure that adequate internal controls are
developed and maintained.
6. Participate in the planning, organizing and review of department policies, goals,
objectives, systems and procedures; recommend changes as necessary.
7. Serves as acting Finance Director during the Finance Director’s absence including
representing the department at intradepartmental and interdepartmental meetings (i.e.
staff meetings), City Council meetings, and other public forums as needed.
8. Oversees accounts payable and payroll processing.
9. Process weekly Accounts Payable for the City and Choctaw Utilities Authority.
10. Assists Finance Director in communicating adopted financial plans, policies and
procedures to staff.
11. Assists Finance Director to assure effective and efficient use of budgeted funds,
personnel, materials, facilities, and time. Assures that departments stay within budget;
performs cost control activities; monitors expenditures in assigned area to assure sound
fiscal control. Communicate timely and effectively to Finance Director any issues related
to management of City funds.
12. Assist Finance Director to establish and maintains internal control procedures and assures
that state and national standard accounting and payroll procedures are maintained.
13. Provide backup for other clerical and accounting functions as necessary.
14. Develops and updates monthly financial reports to Council and Trustees.
15. Regular attendance at work during normal business hours is required.
16. Performs other duties as assigned.


SUPERVISION

Under the direction of the Finance Director: plans work assignments, provides instructions, and
monitors assigned staff. Promotes teamwork and helps staff as needed to successfully
accomplish delegated duties.


DESIRED MINIMUM QUALIFICATIONS:

Education & Experience
• Must have at least two (2) years’ progressively responsible experience in accounting,
preferably in a municipal setting with experience in payroll, accounts payable, and
utility billing; or any equivalent combination of education and experience for the
incumbent to perform the essential functions of the position.


PREFERRED QUALIFICATIONS

• An active CPA Certificate or Master’s Degree in accounting, finance, or business/public
administration.
• Bachelor's Degree in accounting, finance, business/public administration, or closely
related field.


KNOWLEDGE, SKILLS, & ABILITIES:

Knowledge
 Considerable knowledge of modern governmental accounting theory, principles, and
practices.
 Considerable knowledge of internal control procedures and management information
systems.
 Considerable knowledge of office automation and computerized financial
applications. Considerable knowledge of public finance and fiscal planning.
 Considerable knowledge of payroll and accounts payable functions.
Working knowledge of municipal budgetary, accounting and reporting systems.
 Working knowledge of modern municipal accounting theory, principles, and
practices.
 Experience and working knowledge in the use of Incode 10 software is preferred.
Skills & Ability
 Skills in operating the listed tools and equipment.
 Ability to handle stress effectively without it interfering with performance.
 Ability detect errors in coding, arithmetic, record keeping and accounting functions.
 Ability to prepare and analyze financial reports.
 Must be familiar with database technologies
 Ability to maintain efficient and effective financial systems and procedures.
 Ability to effectively supervise and train staff.
 Ability to establish and maintain effective working relationships with employees and
City officials.
 Ability to communicate effectively orally and in writing.


TOOLS AND EQUIPMENT USED

Personal computer, including word processing and spreadsheet software; mainframe computer
system; 10-key calculator; phone; copy machine; fax machine, Incode 10 financial software.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Environment: Work is performed primarily in a standard indoor office environment and the
Assistant Finance Director is engaged in work primarily of a sedentary nature. Daily use of
computer.
Physical Requirements: Requires sufficient ambulatory ability to move about the office.
Requires auditory ability to carry on ordinary and telephonic conversations. Requires near visual
acuity to read printed material and computer screens. Requires manual and finger dexterity to
write and to operate microcomputers and other office equipment. Employee is subject to sitting
for long periods of time; required to walk, stand, bend, stoop, reach, and climb; and must be able
to safely pull, push, lift and carry items weighing up to thirty (30) pounds.
