Job Summary
This is a non-exempt, technical supervisory position responsible for overseeing the day-to-day operations of the City of Alva Water and Wastewater Department. Under the general direction of the City Business Manager, the Superintendent supervises crews, coordinates work assignments, manages department resources, ensures compliance with regulatory standards, and performs administrative tasks including budgeting and reporting. The role requires strong leadership, technical expertise in water/wastewater systems, and a commitment to public service.
Essential Functions
•Direct daily operations of the Water/Wastewater Department; assign tasks to crews and monitor progress.
•Establish work priorities and respond to emergencies or unexpected service needs.
•Assist the City Business Manager in hiring, training, evaluating, and disciplining department personnel.
•Support short- and long-term planning for department operations; contribute to budget preparation and strategic goals.
•Monitor department expenditures and submit requisitions for tools, equipment, and supplies.
•Oversee maintenance and repair of department vehicles and equipment; train employees on proper and safe use.
•Serve as the department’s representative at City meetings and respond to public inquiries and complaints.
•Compile operational reports and provide information to the public, regulatory agencies, and internal departments.
•Address personnel challenges and oversee performance evaluations, employee development, and records.
•Ensure compliance with federal, state, and local water and wastewater quality regulations.
•Identify system issues, troubleshoot problems, and implement preventative maintenance solutions.
•Train employees in safety procedures and operational methods.
Educational/Experience Requirements
Required:
High school diploma or equivalent and a minimum of eight (8) years of directly related experience in water or wastewater operations, including supervisory responsibilities.
Preferred:
Bachelor’s degree in Environmental Science, Civil Engineering, Business Management, or a related field, with at least three (3) years of experience in a public water or wastewater system, including two (2) years in a supervisory role.
An equivalent combination of education and experience may be considered.
Supervisory Responsibility
Supervises all personnel assigned to the Water/Wastewater Department.
Certificates, Licenses, Registrations
Must possess a valid Oklahoma driver’s license and have an acceptable driving record.
Must hold a current Oklahoma Department of Environmental Quality (DEQ) Class C Water and Wastewater Operator Certification.
Knowledge, Skills, and Abilities
•Comprehensive knowledge of water distribution, sewer collection systems, and pumping station operations.
•Familiarity with construction methods, trench safety, and applicable state and federal regulations.
•Understanding of water sampling methods, water quality laws, and compliance requirements.
•Ability to supervise, train, and evaluate staff effectively.
•Capable of analyzing complex system issues and implementing appropriate solutions.
•Strong communication skills, both verbal and written.
•Competence in preparing budgets and managing department resources.
•Ability to work with elected officials, other departments, external agencies, and the public.
•Calm and effective decision-making in emergency or high-stress situations.
•Proficient in interpersonal communication and team leadership.
Physical/Mental Requirements
•Regular outdoor work, including inspections and supervision of job sites and facilities.
•Requires standing, walking, sitting, talking, hearing, and using hands to operate tools and equipment.
•Occasional climbing, balancing, stooping, kneeling, crouching, crawling, and smelling.
•Must occasionally lift and/or move up to 75 pounds.
•Requires vision capabilities including close, distance, peripheral, and depth perception and the ability to adjust focus.
•Must maintain mental focus and composure during emergency response and stressful conditions.
Environmental Conditions and Safety Concerns
Frequent outdoor work in varying weather conditions including heat, cold, wind, humidity, rain, and snow. Exposure to noise, dust, and hazardous conditions related to water/wastewater systems. Must observe all safety procedures and protocols. May work in confined spaces or around chlorine gas and other hazardous chemicals. Use of personal protective equipment (PPE) is required when necessary.
