Job Summary
This is a non-exempt, technical supervisory position responsible for assisting in the daily operations, maintenance, and management of the Water/Wastewater Department. The Assistant Superintendent supports the Superintendent by coordinating field crews, ensuring regulatory compliance, monitoring infrastructure, and maintaining efficient service delivery. Duties include scheduling, training, problem-solving, and working alongside crew members in field operations. This position requires strong mechanical knowledge and leadership capabilities. The role requires strong leadership, technical expertise in water/wastewater systems, and a commitment to public service.
Essential Functions
•Assists the Superintendent in supervising and directing daily activities of water/wastewater crews.
•Coordinates crew schedules, assigns work, and monitors progress; responds to routine and emergency service requests.
•Trains and mentors field staff on procedures, safety practices, and equipment use.
•Works with Superintendent to ensure compliance with all applicable Federal, State, and local regulations.
•Assists with budget preparation and monitors inventory, equipment use, and supply needs.
•Operates equipment and performs skilled maintenance, installation, and repair work as needed.
•Serves as acting Superintendent in the absence of the Superintendent.
•Communicates with the public to address concerns and provide information about services.
•Maintains accurate records and assists in preparing required reports and documentation.
•Performs other related duties as assigned.
Educational/Experience Requirements
Required:
High school diploma or equivalent and a minimum of eight (5) years of directly related experience in water or wastewater operations, including supervisory responsibilities.
Preferred:
Associate’s degree or technical training in environmental science, construction, or a related field
Supervisory Responsibility
Provides direct supervision to assigned Water/Wastewater personnel in the absence or direction of the Superintendent. 
Certificates, Licenses, Registrations
Must possess a valid Oklahoma driver’s license and have an acceptable driving record.
Must hold or obtain an Oklahoma DEQ Class D Water and Wastewater Operator License within one (1) year of employment.
Knowledge, Skills, and Abilities
•Working knowledge of water distribution and wastewater collection systems.
•Familiarity with safety practices, trenching, equipment operation, and emergency response procedures.
•Ability to lead and train staff, troubleshoot systems, and follow regulatory standards.
•Effective communication, record-keeping, and problem-solving skills.
•Ability to work independently, prioritize tasks, and assist in administrative duties. 
•Calm and effective decision-making in emergency or high-stress situations.
•Proficient in interpersonal communication and team leadership.
Physical/Mental Requirements
•Regular outdoor work, including inspections and supervision of job sites and facilities.
•Requires standing, walking, sitting, talking, hearing, and using hands to operate tools and equipment.
•Occasional climbing, balancing, stooping, kneeling, crouching, crawling, and smelling.
•Must occasionally lift and/or move up to 75 pounds.
•Requires vision capabilities including close, distance, peripheral, and depth perception and the ability to adjust focus.
•Must maintain mental focus and composure during emergency response and stressful conditions.
Environmental Conditions and Safety Concerns
Frequent outdoor work in varying weather conditions including heat, cold, wind, humidity, rain, and snow. Exposure to noise, dust, and hazardous conditions related to water/wastewater systems. Must observe all safety procedures and protocols. May work in confined spaces or around chlorine gas and other hazardous chemicals. Use of personal protective equipment (PPE) is required when necessary.
