BASIC FUNCTION:

As head of the Department, this role develops goals, strategies, and policies; establishes long term objectives to align with the Town’s strategic plan and initiatives; ensures compliance with Town-adopted policies and procedures, local, state and federal law; presents information on projects, programs, and initiatives to a variety of stakeholders; and completes field work on Town water and wastewater systems, facilities and utilities, roadways and other public spaces. 

MAJOR JOB DUTIES/RESPONSIBILITIES

- Plans, administers, manages, and directs the daily operations of multiple divisions within the Public Works Department including Water, wastewater, Parks & Cemetery, Streets, facilities and Fleet Maintenance ensuring procedural compliance for programs and regulatory agencies. Develops long and short-range plans, goals and objectives to meet the demand for services. Provides leadership and guidance to staff for the assignment, training, and supervision of assigned professional, administrative, and technical / field employees to ensure that department objectives are met. Oversees performance management process, including performance evaluations, ensuring employees follow policies and procedures and maintain a healthy and safe working environment.
- Researches, analyzes, and makes recommendations for cost effective improvements in departmental operations. Designs, administers, and evaluates departmental programs and services. Leads the development and administration of the Department budget; monitors budgetary projections and justifications and submits annual department budget requests; approves expenditures.
- Demonstrates active engagement with the Town’s leadership team and focuses on developing and maintaining effective relationships across the Town. Proactively interacts with residents, elected officials, and executive management teams providing technical advice, information, and recommendations in support of department and organizational goals and objectives. Prepares and delivers presentations at public venues including meetings of the Town Board and Public Works Authority and various associations, groups, and organizations. Responds to inquiries and complaints from citizens, vendors, contractors, consultants, and other stakeholders. Develops and negotiates agreements and contracts; monitors contract compliance and performance to ensure contract obligations are met. 
- Meet or exceed all state and federal rules and regulations pertaining to public water distribution and wastewater collection system operations. Prepares and maintains all appropriate records as required by law or as directed by the Town Administrator. Ensure compliance with state and local laws, regulations, and policies across all divisions.
- Safely and accurately operate mowers, tractors, weed eaters, chainsaws, blowers, edgers, and related landscaping and mowing equipment. Performs work in the general cleaning, maintenance and upkeep of Town facilities including cleaning grounds, edging, planting, weeding, trimming, raking, and related work. 
- Manage and complete work for water and wastewater system and roadway maintenance and repairs. Safely and accurately operate and use hand tools, heavy equipment such as backhoes, vehicles, and other construction equipment. Installs, disinfects, and cleans lines, repairs leaks, tests and repairs meters and taps. Performs street related maintenance and repair work including finishing concrete, setting forms, lying asphalt, assisting operators, removing debris from catch basins, and directing traffic.
- Performs work in constructing, painting, repairing, or other duties associated with building maintenance, including plumbing, electrical, and concrete finishing. Maintains tools, equipment, and vehicles including routine maintenance and minor repairs. Completes service orders and requests. Completes and performs any other related duties as required or assigned. 
- Assist with Town events outside of typical work schedule.

QUALIFICATIONS:

• At least three years of public works experience is required. 
• Must have a valid driver license. 
• Must have a valid Water and Wastewater certification. 
• Must have a general knowledge of Public Works as an industry, water/wastewater systems, treatment and distribution, street construction, traffic control, building maintenance, grounds maintenance, and fleet management. 
• Preferred at least one year of supervisory/management experience. 
• Preferred familiarity in developing and administering budgets.

The employee must be able to utilize a computer, smart phone, various work productivity software components, and other administrative tasks. The employee must be able to conduct inspections, investigations, and monitor for compliance with rules, regulations, codes and ordinances related to Public Works Department services and programs. The employee must be skilled in planning and implementing departmental procedures and objectives and in resolving conflicts and complaints effectively.
