Job description:
Minimum Education Requirements: A bachelor’s degree in engineering, public administration, business administration, or a related field (or equivalent experience) is required, along with 7–10 years of progressively responsible experience in public works, utilities, or construction management, and a minimum of 3–5 years of supervisory or management experience, or an equivalent combination of education and experience.

Direct Supervisor: City Manager

Primary Work Location: Outdoors, office setting; some travel may be necessary.

Physical requirements: Often required to work non-traditional working hours which include weekends, holidays, and nights. The employee is frequently required to sit, stand, walk, run, talk and hear. The employee is occasionally required to use hands to finger, handle, or operate objects, controls, or tools. Must be able to reach with hands and arms, climb or balance, stoop, kneel, crouch or crawl, and smell. The employee must occasionally lift and/or move more than 50 pounds.

Certification: Possession of a valid driver’s license.

Additional Information: Employees attend regular night meetings and routinely receive phone calls from the public, elected officials and department heads.

Job Summary: The Assistant Public Works Director under the general direction of the City Manager, performs managerial and administrative tasks as director for the public works departments and in other areas as directed by the City Manager.

Essential Job Functions
An employee in this position may be called upon to do any or all of the following essential duties:

A. Assists in establishing administrative and operational policies and procedures for all Public Works departments.

B. Advises and instructs Public Works Supervisors regarding problems within their departments. He has direct responsibility for supervision, coordination and operation of all Public Works departments to include water plant, solid waste facilities, streets, electric and power supply, parks and park facilities maintenance and operation, and collection and distribution systems.

C. Reviews and approvals proposed budgets for Public Works departments and assists in total budget preparation, including general funds, revenue sharing, street and alley fund and grant procurement and administration.

D. Makes periodic inspections of City facilities and operations.

E. Reviews reports of all Public Works departments’ activities and progress for evaluation upon request and determines appropriate actions required, if any.

F. Receives complaints about City services from citizens and resolves problems or forwards to appropriate department for handling.

G. Assists in selection and evaluation of all Public Works Supervisors.

H. Prepares special reports as required and serves as an advisor to the City Manager.

I. Assists in preparation of the City Council agenda once a month, including drafting of items, editing of items by other departments and reviewing council meeting minutes.

J. Attends City Council meeting once a month and other council meetings and work sessions as necessary to provide managerial staff support. Coordinates follow-up actions from City Council meetings.

K. Attends meetings of internal and external committees and organizations, including Public Works meetings, departmental staff meetings, public works meetings and various project oriented meetings.

L. Reviews departmental and public works operations and reviews literature to research possible improvements and changes.

M. Responds to questionnaires, surveys and other requests for information from public, other government agencies, City Manager, City Council and others.

N. Perform any other related duties as required or assigned.

engineering principles.

General oversight. Activities covered by general organizational philosophy and objectives. Solving problems in novel, non-recurring or swiftly changing situations in which the approach is not fully defined. Guidance by top executive officer or business owner.
Supervises and manages multiple departments through 3 to 5 supervisors who supervise employees that are engaged in diversified activities.
Supervises the following departments: Street, Water, Wastewater, Park & Recreation, Drainage, Electric, Code Enforcement.
Regularly responsible for funds, building premises, inventory, or other property owned or leased by the organization and, in addition, may have temporary custody and responsibility of patron property, which through carelessness, error, loss, theft, misappropriation, or similar action would result in very important monetary losses to the organization.
