Supervision is under the Mayor or the head of an administrative department of the City designated by the Mayor

QUALIFICATIONS: The building inspector shall obtain and maintain all licenses, certifications and/or training as may be required by State law, including satisfying all continuing education requirements established by law. Must be licensed with the Oklahoma Construction Industry Board with unlimited inspector licenses (residential and commercial) in the following categories: building/structural, electrical, mechanical (HVAC), and plumbing, or be able to apply for a provisional license in any of these areas where a specific license is lacking. Must be able to pass all tests for provisional licenses within one year of the hire date. Preference will be given to inspectors with over 3 years of previous experience in all categories. 

Must develop and maintain fluency in the building and construction codes contained in Title 16 of the Warr Acres municipal code. This position is also expected to develop and propose amendments to the standardized/international codes adopted by the city and to propose updating the city's ordinances to adopt newer versions of the standardized/international codes when such updates might be required by State law or would be in the best interests of the city. Must develop and maintain fluency in the city's zoning and related ordinances. This position is responsible for processing a variety of applications for zoning approval and/or building permits. As such, this position must also be able to update and/or develop new applications, forms and procedures related to those processes. 

DUTIES GENERALLY:

The city building inspector is accountable for the enforcement of all building codes and related permits as well as any zoning violations not approved by the board of adjustment. The duties and responsibilities of the inspector include, but are not limited to, the creation or maintenance of files on all affected addresses in the city to include:

A. Approved or denied permits, including special use permits;

B. Planning commission activity related to the affected property;

C. Board of adjustment activity related to the affected property;

D. Special conditions unique to the affected property (grandfathered) and what conditions would remove such protection; and

E. Certificate of occupancy issued or denied and the requirements of resolution. 

ESSENTIAL DUTIES: Inspections

Inspects the construction of buildings and other structures, remodeling projects, signs, fences, swimming pool installations, and driveways as required by city ordinance to determine if there is compliance with city ordinances and state requirements. Reviews plans to include floor plans, surveys, elevations, plot plans, roofing details, fences, driveways, and specifications for compliance with all applicable code and ordinance requirements prior to the issuance of building permits or for recommendation to the City Planner, City Engineer, Planning Commission and City Council for building permits in all zoning categories.

Additionally, the inspector shall examine premises for which permits have been issued and shall make necessary inspections to see that the provisions of law are complied with and that construction is prosecuted safely. The inspector shall enforce all provisions of the building code. The inspector shall, when requested by proper authority, or when the public interest so requires, make investigations in connection with matters referred to in the building code and render written reports on the same. To enforce compliance with law, to remove illegal or unsafe conditions, to secure the necessary safeguards during construction, or to require adequate exit facilities in buildings and structures. The inspector shall issue such notices or orders as may be necessary. The inspector shall ensure that all applicable permits for contractors doing business within the city are valid. The code enforcement officer may assist the inspector with the performance of this duty. The inspector will issue a stop work order If a contractor does not have a valid permit and work is underway, and charge double the fee. 

Must possess a valid state driver’s license and the ability to pass a background check through OSBI, and be a citizen of the United States. Must have a driving record that is acceptable to the city’s insurance carrier.

Must be proficient in the use of computers, to include knowledge of MS office (Word, Excel, and others as needed), and data base applications, and be able to communicate via telephone, two- way radio, fax and copy machine.  

Must be able to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to stand, sit, walk, use hands to handle, feel or operate objects, tools or controls, and reach with arms and hands.  Requirements include the ability to climb, balance, stoop, kneel, crouch, or crawl, talk, hear, and smell. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. This job requires the inspector to work in outside weather conditions, near mechanical moving parts, and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemical, risk of electric shock, and vibration. Must be able to work inside in an office environment. Must be able to recall and apply codes. Must be fluent in English. Bi-lingual speakers are a plus. Must be able to interact with other employees, supervisors, contractors, builders, home designers, architects, and citizens, property owners, renters, residents, and business owners in a friendly, but affirmative manner. Reference checks are required. 

The building inspector will operate a city vehicle in performance of their job and maintain the same through daily maintenance of the vehicle, notifying the mayor if the vehicle requires repairs, filing the vehicle with gas from the city gas pump, and notifying the mayor in the event of any accident.
