Job Summary

Plans, directs, monitors and evaluates all phases and activities of the major divisions engaged in performing the fiscal and financial functions of the City including accounting (financial reporting and budget compliance), purchasing, payroll, and utility billing and collections. Performs duties as the City's encumbering officer and is responsible for municipal investments, appropriations and expenditures. Supervises the general procedures, methods, and results of the various divisions and their activities; develops effective procedures and procedural improvements in the fiscal system.

Essential Job Functions

• Supervises professional, technical, and clerical personnel; interviews and hires personnel; instructs employees in correct methods and procedures; provides training and development for employees; monitors and inspects work in progress to ensure continuity and timely completion of work; reviews and evaluates employee performance.
• Coordinates and monitors the development of city-wide budget with City Manager and Department Directors; assists City Manager with presentation of same to City Council through a series of study sessions.
• Directs, coordinates, and monitors audits and appraisals of the city accounting, cash handling, and financial systems and related activities to provide assurance that adequate internal control, sufficient security, and auditability are present.
• Directs, coordinates, and monitors the development of City and trust debt issuances.
• Evaluates accounting, auditing, and/or regulator reports to assure financial compliance and integrity, to analyze findings, and to interpret conclusions.
• Develops and recommends financial and investment policies and procedures; ensures compliance to the same.
• Evaluates and implements Finance Department cost saving measures based on citizen and staff input through verbal and written communications.
• Directs and participates in the investment activities for all city funds in order to maximize financial return consistent with legal requirements and prudent financial management.
• Directs and monitors the utility billing and collections functions of the City, as directed by the City Code; establishes standards and monitors activities and reporting to ensure accountability of accounts payables and receivables. Receives and responds to citizen concerns regarding utility billings and service delivery.
• Plans, develops, and monitors the Finance Department operating budget; monitors expenditures to ensure compliance with budget constraints.
• Monitors financial condition of City funds and reports status to City Council as directed.
• Monitors City ordinances for compliance with changes made by state law relative to finance and purchasing procedures.
• Performs year-end close out of all city financial accounts and coordinates/oversees independent audit functions of the city.
• Tracks monthly financial activities and submits timely reports to the City Manager and City Council.
• Reviews and approves department expenditures such as payroll timesheets, purchase orders, payment authorizations, etc.
• Receives and responds to information and/or service needs of other city departments.
• Participates in weekly communication channels including agenda meetings, management team meetings, and Finance Department meetings.
• Serves as staff representative to various committees and boards; attends meetings and provides financial information.
• Maintains awareness of Council expectations and remains available to answer questions by attending semi-monthly Council meetings.
• Performs any other duties as assigned by the City Manager, Department Director or other designated supervision.

Minimum Education and Experience

To qualify for this position, the applicant must meet the following requirements pertaining to education and experience.
• Four (4) year degree from an accredited college or university with specialization in Finance, Accounting or closely related field is preferred and/or an equivalent combination of education and experience;
• Six (6) to seven (7) years of progressively complex and responsible related work experience which includes three (3) to four (4) years of supervisory and managerial experience;
• Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO), and/or Certified Treasury Professional (CTP) is preferred.
Knowledge, Skills and Abilities

• Knowledge of and skill in applying the principles and techniques of governmental administration and management.
• Knowledge of Oklahoma Statutes applicable to municipal finance.
• Knowledge of the structure and operation of Municipal organization.
• Knowledge of finance and accounting principles and practices as prescribed by the Governmental Accounting Standards Board (GASB).
• Knowledge of administrative principles and practices, including goal setting and program budget development and implementation.
• Ability to estimate revenues and probable tax yields for submission to the City Manager.
• Ability to invest City funds for high yield with only statutory risk and perform other
functions as treasurer.
• An advanced level of interpersonal skills necessary in order to provide effective leadership to subordinate personnel as well as to develop cooperative working relationships with employees, senior management, elected officials and vendors supplying goods or services to the jurisdiction.
• Analytical abilities necessary to make sound, logical interpretations of rules and regulations are required. Many interpretations and decisions must be made quickly; sound judgment required to act in best interest of jurisdiction.
• Analytical abilities are required to integrate and interpret data from various sources, and to plan, develop, and implement responsible strategies.
• Prepare clear and concise reports, correspondence and other written materials.
• Interpersonal skills necessary to effectively interact with internal staff, citizens, and other departmental staff to give and extricate information in a courteous and friendly manner.
• Significant ability to concentrate and pay close attention to detail for most work time in reviewing, preparing and presenting budgets, reading and writing reports, or representing departments at in-house our outside public meetings.
• Skill in operating office tools and equipment.

Supervision

This position directly reports to the City Manager.
This position oversees all positions under Financial Services and Revenue Services with direct reports being the Deputy Finance Director, the Collections Supervisor, and the Revenue Supervisor.

Physical Requirements

Tasks involve the ability to exert minimal physical effort in sedentary work, typically involving some combination of balancing, feeling, handling, hearing, kneeling, mental acuity, reaching, repetitive motion, speaking, standing, talking, visual acuity, walking and involves some lifting, carrying, pushing and/or pulling of objects and material of moderate weight 10 pounds. Tasks may involve extended periods of time at a keyboard or workstation.

Special Requirements
• Must possess or be able to obtain by the time of hire, a valid Oklahoma’s driver’s license.
• Must be bondable.
