Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.

DEFINITION

To perform technical building inspection work in enforcing compliance with building codes, regulations and ordinances; to work with developers, superintendents, and contractors to maintain code requirements and resolve problems relating to code compliance.

This is the full journey level class within the Building Inspector series. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Development Services Director. Provides direct supervision over the Building/Property Inspection staff

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

1.Inspect industrial, commercial and residential buildings during various stages of construction and remodeling to ensure compliance with applicable codes, ordinances and regulations.

2.Conduct examination of plans and specifications of new construction, additions and alterations to residential, commercial and industrial buildings to determine compliance with the provisions of applicable construction codes, ordinances and regulations.

3.Inspect existing buildings and premises for change of use, occupancy, or compliance with applicable codes and ordinances.

4.Inspect plumbing and electrical installations and a large variety of other complex and routine building system elements.

5.Issue notices to comply on violations; maintain records of history of facts for possible legal actions.

6.Investigate complaints concerning defective construction and installations; assist in the prosecution of violators of the plumbing and mechanical codes and regulations.

7.Investigate and inspect public nuisances concerning plumbing or mechanical public nuisances.

8.Confer with architects, engineers, contractors, builders and the general public in the field and office; explain and interpret requirements and restrictions.

9.Issue plumbing, mechanical, and electrical licenses and permits to builders and contractors.

10.Maintain files and reports regarding inspection and plan check activities and findings.

11. Must have acceptable attendance and the ability to work well with people.

12. Any specific requirement stated in the "offer of employment letter".

13. Safety for oneself and others is a primary responsibility of every employee.

Marginal Functions:

1.Attend and participate in Statewide meetings; stay abreast of new trends and innovations in the field of building inspections.

2.Contact property owners concerning possible code violations and requirements to correct violations.

3.Perform related duties and responsibilities as required.

QUALIFICATIONS

Knowledge of:
Building related codes and ordinances enforced by the City, including the entire ICC
suite of Building, Mechanical, Electric, and Plumbing Codes.

Complex principles and techniques of building inspection and plans examining work.

Principle of structural design and engineering mathematics.

Pertinent Federal, State and local laws, codes and regulations.

Major types of building construction, materials and methods.

Accepted safety standards and methods of building construction for commercial,
industrial and residential buildings.

Must possess one or more skills in the following:

Interpreting and applying pertinent Federal, State and local laws, codes and regulations.

Reading and interpreting complex building plans, specifications, blueprints and building codes.

Determining if construction systems conform to City Code requirements.

Applying technical knowledge and following proper inspection techniques to examine
workmanship and materials and detect deviations from plans, regulations and
standard construction practices.

Making mathematical computations rapidly and accurately.

Enforcing necessary regulations with firmness and tact.

Understanding and follow oral and written instructions.

Communicating clearly and concisely, both orally and in writing.

Establishing and maintaining effective working relationships with those contacted in
the course of work.

Maintaining physical condition appropriate to the performance of assigned duties and
responsibilities which may include the following:
1. Walking or standing for extended periods of time
2. Operating assigned equipment.

Maintaining effective audio-visual discrimination and perception needed for:
1. Making observations
2. Communicating with others
3. Reading and writing
4. Operating assigned equipment and vehicles.

Maintaining mental capacity which allows for effective interaction and communication
with others.

Experience and Education Guidelines:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five years of increasingly responsible building inspection experience.

Education:

Must possess a minimum high school diploma or GED.

License or Certificate:

Must possess a valid driver's license.

Must possess a Building Inspector’s license from the Oklahoma Construction Industries Board at the time hire or obtain it within two (2) years of hire date.


WORKING CONDITIONS:

Environmental Conditions:

Office environment; travel from site to site; construction site environment; exposure to electrical energy, noise, dust, inclement weather conditions; work at heights on scaffolding and ladders; inspect in confined spaces; and work around heavy construction equipment.

Physical Conditions:

Essential and marginal functions may require maintaining physical condition necessary for light lifting and carrying, bending, stooping and climbing; walking and standing for prolonged periods of time; and operating motorized vehicles.
