Assistant City Engineer - Ponca City

ASSISTANT CITY ENGINEER 

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class.  Specifications are not intended to reflect all duties performed within the job.

 DEFINITION

To assist in the oversight of the activities and operations of the Engineering

Division of the Development Services Department; to analyze, design, prepare contract documents and perform construction oversight in the complex and difficult work of engineering practice; to provide responsible and complex administrative support to and under the direction of the City Engineer.   Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned.  Employees perform difficult and responsible types of duties assigned to classes within this series including providing complex technical and administrative assistance to the City Engineer and supervising the work of consulting engineers and construction contractors.  Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.  This position has the authority to recommend action (carries particular weight) in the interest of the employer, to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, discipline employees, has the responsibility to direct employees and to adjust their grievances/complaints.  This is accomplished by the use of independent judgment.  This work relates to the employer’s management of operations.  The employee is expected to adhere to all City of Ponca City Policies, City Guidelines and SOP’s and act as a role model in their application.  

SUPERVISION RECEIVED AND EXERCISED

Receives general administrative direction from the City Engineer.

Exercises direct supervision over technical, clerical and lower-level engineering staff.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

1.    Assist the City Engineer in the oversight of the Engineering Division services and activities including drafting and design, surveying and construction inspection, and maintenance of all City reference maps of the City's infrastructure improvements utilizing the GIS mapping system.

2.    Assist the City Engineer in the administration and coordination of civil engineering projects for all departments of the City including projects and completed in-house as well as projects contracted out to consulting engineers/architectural firms. 

3.    In the absence of the City Engineer represent the Engineering Division to all City Departments, elected officials and outside agencies; coordinate Engineering Division activities with those of other departments and outside agencies and organizations.

4.    Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of Civil Engineering and Public Works.

5.    Respond to and resolve difficult and sensitive citizen inquiries and complaints.    

6.    Preparation of computer-generated plans and specifications using Autocad software, Word Processor and spread sheet software, analysis and design of civil engineering projects using provided software. 

7.    Analyze, plan and review the work of staff responsible for construction staking of streets, sidewalks, water lines, power lines and other engineering projects; read and understand plans and contract documents.

8.    Operate various engineering tools including computers, optical scanner and plotter.

9.    Ensure the adherence to safe work practices and procedures. 

10. Must have acceptable attendance and the ability to work well with people. 

11. Prepare a variety of written technical reports.

12.  Any specific requirements that are specified in the "letter of employment offer".

13. Safety for oneself and others is a primary responsibility of every employee.

QUALIFICATIONS

Knowledge of:

Operations, services and activities of a comprehensive City Engineering program.

Principles and practices of GPS, GIS and related computer software and hardware necessary to setup and maintain a GIS mapping system.

Principals of Engineering practice as prescribed by the Oklahoma Board of Registration for Professional Engineers and Land Surveyors.

Methods and techniques of engineering, plan preparation and construction inspection.

Operational characteristics of engineering equipment and tools.  

Occupational hazards and standard safety practices.

Pertinent Federal, State and local laws, codes and regulations.

Principles of supervision.

Ability to:

Lead, organize and review the work of staff in the area of work assigned.

Independently perform difficult engineering designs.

Interpret, explain and enforce Department policies and procedures.

Operate a variety of general engineering equipment in a safe and effective manner.

Work independently in the absence of supervision.

Understand and follow oral and written instructions.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.    

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.   A typical way to obtain the knowledge and abilities would be:

       Experience:

         0-5 Years of increasingly responsible experience in civil engineering. 1-2        years  of supervisory responsibility is a plus.

       Training:

         Minimum of a Bachelor’s degree from an accredited college or university in    Civil Engineering is required. 

WORKING CONDITIONS:

       Environmental Conditions:

         Primarily an inside environment, however, situations do require field site       deployment and/or irregular work hours.  

       Physical Conditions:

         Essential and marginal functions may require maintaining physical condition   necessary for lifting, walking and sitting for prolonged periods of time and        operating motorized equipment.

 License or Certificate

Within one year of employment, pass the fundamentals of engineering exam and apply for certification as an engineer intern in the State of Oklahoma. Pass the associated Certified Floodplain Administrator exam and obtain registration as a CFM. Possession of, or ability to obtain, an appropriate, valid driver's license.

The salary range is: $80,000 - $90,000
