Listing Description
This classification is a safety-sensitive position as defined by the United States Department of Transportation drug and alcohol testing regulations and/or the Oklahoma Standards for Workplace Drug and Alcohol Testing Act. As a safety-sensitive classification, you will be subject to drug and alcohol testing, including random testing. Marijuana is one of the substances included in the drug panel screening. Possession of a medical marijuana certification will not excuse you from the testing process, or the consequences of testing positive for marijuana.

JOB SUMMARY: This is a non-exempt clerical/supervisory position. The incumbent employee is responsible for the efficient operations of processing utility billing by coordinating the daily activities of the Utility Billing section. The incumbent employee is also responsible to assist in the efficient operations of customer service by coordinating the daily activities of the customer service clerks. This position will also perform supervisory duties in the absence of the Customer Service Supervisor. “Job descriptions may be modified based on City needs and employees may be required to perform function beyond those described below and employees are “at will employees” in that either party may terminate the employment relationship.”

ESSENTIAL FUNCTIONS:
•Collects and/or records meter readings and receipt of data into computer.
•Processes monthly billing for 10,000+ customers over three billing cycles.
•Works closely with billing outsource company to ensure that bills are processed correctly.
•Serves as the contact person for outsourcing company.
•Assigns account numbers and meter reading sequence numbers to new construction and establishes new accounts.
•Maintains journal of daily cash receipts and keeps record of billing activities.
•Generates billing reports as needed.
•Clerical duties that may include, but are not limited to, using 10 key calculator, composing and typing correspondence to internal and external customers, filing documents, completing forms and posting information to accounting reports, preparing reports, payments, and customer information into computer system.
•Assists supervisor in overseeing the collections and processing of payments from customers.
•Balances cash receipts and prepares cash deposit.
•Collects and processes customer payments, fees, and/or deposits for utilities services.
•Processes returned checks.
•Establishes new customer accounts, prepares work orders for meter issues, service connections, and disconnects
•Communicates with citizens and other city employees by telephone or in person exchanging necessary information regarding service complaints and other concerns.
•Communicates with meter servicers/readers providing necessary information for them to complete their duties.
•Maintains, reviews and makes customer agreements for payment of utility bills.
•Reviews and generates delinquent and cut-off lists, seeks to collect on final accounts.
•Provide front desk coverage during coworker breaks, absences, and/or other times as needed.
•Other duties as assigned.

MINIMUM QUALIFICATIONS:
•High school education or equivalent.
•Ability to work in a fast-paced environment.
•One year of general office/clerical experience in receiving and accounting for money and a high degree of public contact
•One year of Customer Service and Utility Billing experience
•Must be bondable

DESIRED QUALIFICATIONS:
•Prior experience or training in accounting or business and computer skills.

WORKING CONDITIONS AND PHYSICAL HAZARDS:
•Employee works in an office environment and uses a desk top computer, adding machine, fax machine, and copier, two-way radio and other electronic equipment
•Employee is occasionally required to bend, stoop and twist when maintaining files.
•Employee may be required to walk up and down stairs.
•Some lifting is required usually up to at least 25 pounds – but may be required to lift up to 50 pounds on occasion
•Working in a non-smoking environment
•May be exposed to irate citizens

SUPERVISION REQUIRED: Works under general supervision of the Customer Service Supervisor
SUPERVISION GIVEN: Supervises Customer Service Clerks in the absence of the Customer Service Supervisor.
