PRIMARY OBJECTIVE OF POSITION:
Under Administrative direction, oversees and controls, directly or indirectly, all public utilities of the MPWA and employees, to achieve goals with available resources; plans and organizes workloads and staff assignments; trains, motivates, and evaluates assigned staff; reviews progress and directs changes as needed; performs many tasks/programs on initiative and is expected to show considerable leadership and professional judgement.
Coordinates assigned activities with other departments, and outside agencies. Work varies considerably, requiring individual judgment within statutory or ordinance standards and procedures.

ESSENTIAL JOB FUNCTIONS:
Assures that assigned areas of responsibility are performed within budget; performs cost control activities, monitors revenues and expenditures in assigned area to assure sound control; assists in preparation of annual budget; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations; must be able to read and interpret engineering plans and specifications and calculations of costs involved in projects.
Maintains harmony among workers and resolves grievances. Performs or assists subordinates in performing duties, adjusts errors and complaints.
Sees that all laws and ordinances are faithfully executed.
Keeps the Town Administrator advised of utility conditions and current and future Town needs.
Attends all meetings of the Town and Public Works Authority.
Performs such other duties as prescribed by law and such duties as Town Administrator may prescribe, consistent with the law.
Must be able to assist employees in every department as needed.
Must have a broad knowledge of state and federal requirements concerning assigned departments and the ability to file various federal and state reports pertaining to assigned utility department. Must be able to keep accurate records and make oral and written reports. Must have a broad knowledge of safety requirements in all departments.
Prepares reports as required by Town policy and at the Town Administrator’s request.

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of modern policies and practices of utility management; working knowledge of municipal utilities.
Skill in preparing and administering departmental budgets; skill in planning, directing and administering municipal utility programs; skill in operating the listed tools and equipment.
Ability to prepare and analyze comprehensive reports; ability to carry out assigned projects to their completion; ability to communicate effectively verbally with employees, Town officials, and the public; ability to efficiently and effectively administer a municipal office.
Considerable knowledge of public utilities and equipment.

SPECIAL REQUIREMENTS:
Must be bondable.
This classification is a safety-sensitive position as defined by the United States Department of Transportation drug and alcohol testing regulations and/or the Oklahoma Standards for Workplace Drug and Alcohol Testing Act. As a safety sensitive classification, you will be subject to drug and alcohol testing, including random testing. Marijuana is one of the substances included in the drug panel screening. Possession of a medical marijuana certification will not excuse you from the testing process, or the consequences of testing positive for marijuana.
