JOB SUMMARY: Under general supervision, the Planner performs professional planning duties for the City of Jenks. This position requires a confident, self-disciplined person who can develop and maintain relationships which may be used to facilitate high-quality development in a rapidly growing city. The Planner will work collaboratively with a wide array of individuals, complete planning and design assignments through analysis of complex technical and statistical information. The Planner will formulate creative planning and design solutions, prepare planning documents and urban design graphics, give presentations to committees, commissions, and the general public. This is a full-time hourly position working Monday through Friday, 8:00am to 5:00pm, with some evening and weekend hours as required. This position will report to the City Planner/Planning Director.
MAJOR RESPONSIBILITIES/ACTIVITIES:
• Draft Planning Commission, City Council, Board of Adjustment, TAC (Technical Advisory Committee) and other reports on lot splits, site plans, preliminary and conditional final plats, zoning change requests, and downtown construction.
• Answer questions from citizens, appraisers, architects, engineers, consultants, attorneys, and realtors regarding various land use, development, and process questions.
• Research property history and consult with various departments to provide zoning verification letters to citizens, appraisers, architects, engineers, consultants, attorneys, and realtors.
• Prepare reports and GIS maps for presentations on housing, commercial development, school related projects and demographics.
• Update zoning ordinance and subdivision regulations as needed.
• Assist with preparation of items for Planning Commission and City Council including taking in submittals, drafting, and mailing of public notices and newspaper notices, and requesting placement of zoning signs.
• Research Specific Use Permits on a property, zoning information, site plan compliance and analysis of reports and lease agreements.
• Prepare utility easement and right-of-way documents for City Council, including dedications, closures, and partial closures.
• Work with applicants and surveyors to correct errors in legal descriptions and ordinance documents.
• Review site and landscape plans for compliance with the Zoning Ordinance and Subdivision Regulations.
• Prepare and review newspaper notices and request placement of zoning signs.
• Prepare reports and correspondence.
• Meets with applicants, developers, and prospective groups.
• Attend public engagement meetings and events.
• Attend meetings, classes and conferences.
• Attend pre-development meetings with applicants and staff.
• Comply with all written City policies and procedures.

• Knowledge of department activities and procedures.
• Knowledge of the sources and availability of current information needed for a variety of research assignments.
• Knowledge of relevant city, state, and federal laws, regulations and policies.
• Knowledge of modern office practices, systems and equipment.
• Knowledge of the principles and practices of contemporary regional, city and urban planning.
• Skill in the use of computers and various software programs.
• Skill to exercise sound judgment in analyzing facts and arriving at conclusions.
• Skill in oral and written communication.
• Skill in effective presentations in a group or individual setting.
• Skill to maintain and establish effective working relationships with other employee, elected officials and the general public.
• Ability to operate small office equipment, including copy machines or multi-line telephone systems.
• Ability to create and guide implementation of capital improvement plans or programs.
• Perform other related duties as requested and assigned.
MINIMUM AND PREFERRED REQUIREMENTS:
• Bachelor’s degree in City or Regional Planning, Urban Design, or a closely related field from an accredited college or university (Master’s degree preferred).
• Three (3) years of experience in urban design, city planning, or a closely related field.
• Must possess a valid Oklahoma Driver License.
WORKING ENVIRONMENT
The duties of the Planner will be generally performed in a standard office setting with some travel from site to site. Work environment is both formal and informal, team oriented, having variable tasks, pace, and pressure.
Physical: Primary functions require sufficient physical ability to work in an office setting and operate office equipment. Continuous sitting and upward and downward flexion of neck; fine finger dexterity; light to moderate finger pressure to manipulate keyboard, equipment controls, and office equipment; pinch grasp to manipulate writing utensils. Frequent side-to-side turning of neck, walking, standing, bending, stooping, pushing/pulling, and twisting at waist. Occasional squatting, kneeling, and reaching above and at shoulder height; moderate grasp to manipulate reference books and manuals. May require some lifting, carrying, pushing and/or pulling of objects and materials of up to 40 pounds.
Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate office equipment.
Hearing: Hear in the normal audio range with or without correction.
