Listing Description
GENERAL PURPOSE 
Performs a variety of technical, administrative, and supervisory work in planning, organizing, directing, and implementing fire prevention, suppression and emergency medical services to prevent or minimize the loss of life and property by fire, natural disasters and emergency medical conditions. 

SUPERVISION RECEIVED:
Works under the general supervision and direction of the City Manager.

SUPERVISION EXERCISED 
Supervises the Deputy Chief of Operations, Deputy Chief of Training and the department secretary directly, and other department staff, officers, or volunteers through subordinate officers.

ESSENTIAL DUTIES AND RESPONSIBILITIES
•Plans, coordinates, supervises, and evaluates Fire and EMS operations.
•Establishes policies and procedures and provides leadership for the Fire Department to implement effective response and results in fire prevention and suppression, natural and man-made disasters, and emergency medical conditions.
•Plans and implements Fire and EMS programs for the City to better carry out the policies and goals; reviews Departmental performance and effectiveness; formulates programs or policies to alleviate deficiencies.
•Supervises and coordinates the preparation and presentation of an annual budget for the Fire Department; directs the implementation of the Department’s budget; plans for and reviews specifications for new or replaced equipment.
•Responds to alarms and may direct activities at the scene of major emergencies, as required.
•Supervises the inspection of buildings and other properties for fire hazards and enforces fire prevention ordinances.
•Directs the operation of departmental in-service training activities.
•Controls the expenditure of departmental appropriations.
•Handles grievances, maintains Departmental discipline and the conduct and general behavior of assigned personnel.
•Prepares and submits monthly reports to the City Manager regarding the Departments' activities and prepares a variety of other reports as appropriate including the annual report of activities.
•Plans departmental operation with respect to equipment, apparatus, and personnel; supervises the implementation of such plans. 
•Assigns personnel and equipment to such duties and uses as the service requires; evaluates the need for and recommends the purchase of new equipment and supplies. 
•Meets with elected or appointed officials, other Fire/EMS officials, community and business representatives and the public on all aspects of the Departments' activities.
•Resolves, when possible, employee grievances and maintains constructive, open communications throughout the chain of command; performs necessary duties to ensure positive, constructive employee morale and attitude.
•Checks all stations periodically to see that personnel are acting in compliance with regulations and properly maintaining apparatus equipment, buildings, and grounds, consulting with employees at all levels at the fire stations.
•Conducts staff sessions for and makes individual contacts with chief officers and employees to review policy, general operations, progress, achievements, and goals.
•Establishes and maintains favorable department public relations through citizen contacts under a variety of circumstances, emergency or otherwise, by presenting good personal appearance, displaying appropriate attitudes, and performing job duties satisfactorily.
•Reviews records and reports on all functions, such as employee discipline, training, progress, probation, test results, general operations, dockets, and timesheets.
•Selects, trains, supervises, evaluates and disciplines assigned employees.

PERIPHERAL DUTIES
•Maintains contact with the general public, court officials, and City officials in the performance of operating activities.
•Attends conferences and meetings to keep abreast of current trends in the field; represents the Fire Department in a variety of local, county, state, and other meetings.
•Performs the duties of command personnel as needed and fulfills obligations during duty days or duty weeks.

DESIRED MINIMUM QUALIFICATIONS
Education and Experience
•High school diploma or GED equivalent
•EMT-B or greater
•Bachelor’s degree in Fire Science or closely related field
•Any equivalent combination of education and/or experience.

ADDITIONAL CERTIFICATIONS
•IFSAC/ProBoard Certified Firefighter I & Firefighter II through OSU or equivalent
•IFSAC/ProBoard Certified Fire Instructor Level I through OSU or equivalent
•IFSAC/ProBoard Certified Fire Officer I through OSU or equivalent
•IFSAC/ProBoard Certified Fire Inspector I through OSU or equivalent
•IFSAC/ProBoard or NFA Certified Fire Investigator I through OSU or equivalent
•Employed by a paid fire department of equal size for not less than nine (9) years and served as an officer for a minimum of two (2) years.

Necessary Knowledge, Skills and Abilities

•Considerable knowledge of the English language in order to effectively communicate both orally and in writing; considerable knowledge of principles, practices, methods and techniques of modern fire prevention and suppression activities and; considerable knowledge of firefighting practices, skills and abilities required of Fire personnel; knowledge of policies, procedures and practices of the Duncan Fire Department; considerable knowledge of the use and maintenance of fire apparatus, equipment, tools, devices and facilities; considerable knowledge of the applicable laws, rules, regulations, codes and ordinances pertaining to fire prevention, inspection and suppression; considerable knowledge of modern emergency medical services, haz-mat operations, NIMS requirements, fire ground command and records maintenance for Fire operations; knowledge of testing methods, supervisory practices, administration and budget preparation
•Skill in the operation of tools and equipment listed. 
• Ability to supervise, train, and lead subordinate personnel.
•Ability to understand and follow oral and written instructions and undertake responsibilities with some initiative and judgment; ability to communicate effectively orally and in writing; ability to establish and maintain effective working relationships with subordinates, peers, supervisors, City officials and the general public; ability to exercise sound judgment in evaluating situations and in making decisions; ability to instruct, motivate and train fire personnel effectively; ability to identify and analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations; ability to work in stressful and extreme conditions

SPECIAL REQUIREMENTS
•Must possess a valid Oklahoma State Driver's License with a driving record acceptable to the City’s insurance carrier.
•No felony convictions or disqualifying criminal history within the past seven years.
•Ability to read and write the English language.
•Must be of good moral character and have temperate and industrious habits.
TOOLS AND EQUIPMENT USED
Various Fire apparatus, emergency medical aid unit, fire pumps, hoses and other standard firefighting equipment, ladders, first aid equipment, radio, pager, personal computer, phone, copy machine, fax machine.
