The City of Manhattan, Kansas, is located in Riley County in the heart of northeast Kansas’ scenic Flint Hills. Known as the “Little Apple,” Manhattan is 120 miles west of Kansas City, just off Interstate 70, and encompasses approximately 18 square miles with a current population of roughly 55,000. The community serves a three-county, 130,000-population regional area as a leader in education, trade, healthcare, and communications. Manhattan is renowned for its high quality of life. In fact, various media have listed the city among the Top 100 Places to Live in America, the Top 10 Places to Retire (and retire young), the Best Small Places for Business and Careers, and the Top 50 College Towns in America.

This quintessential college town is also a shopping, dining, entertainment, and culture hub. Aggieville is a center of shopping and nightlife with a mix of stores and bars featuring live bands — Downtown Manhattan, the Manhattan Town Center Mall and Westloop Business Association are anchors for shopping, art, fine dining, and entertainment. With more than 160 restaurants, bars, and coffee shops, the city serves up something for everyone’s taste.

The City operates under the Commission-Manager form of government. The governing and legislative body of the City is the City Commission, comprising five Commissioners elected at large on a non-partisan basis.

Manhattan’s workforce is comprised of 441 full-time employees supporting City operations in 10 departments including Airport, City Manager’s Office, Community Development, Finance, Fire Department, Human Resources, Legal/Municipal Court, Parks & Recreation, Public Works, and Public Utilities. Law enforcement services are consolidated and contracted through the Riley County Police Department. The City’s annual operating budget is $166,676,103.

The minimum educational requirement for this position is a master’s degree in Public Administration, Business Administration or a related field and at least ten (10) years of progressively responsible experience in municipal government of similar size or larger, including at least five (5) years of executive level supervisory experience. International City/County Management Association Credentialed Manager (ICMA-CM) and/or Certified Public Manager (CPM) is highly desirable. City Manager shall have a period of one year following their start date to establish a residence within the City and maintain residency throughout tenure of employment.

The salary range for this position is $250,000 - $300,000, dependent upon experience and qualifications. The City provides a robust benefits package that includes enrollment in the Kansas Public Employees Retirement System (KPERS), medical, dental, vision insurance, generous paid leave and more.
