OML Priorities Continue To Advance While The Legislature Faces Another Deadline

Thursday was the deadline for bills and joint resolutions to be heard in a committee of the opposite chamber. The next deadline for bills to be heard in the opposite chamber is May 7, so activity in the Legislature will be focused on floor work for the next two weeks. 

Talk of an early adjournment continues to make the rounds at the Capitol. While nothing official has been stated, the first full week of May seems to be the most likely target.

Governor Kevin Stitt signed the first OML Priority Bill of the Session on Monday, and the Senate advanced another priority to the Governor on Thursday.

OML Priority/Publication of Ordinance: HB 4303 by Rep. Jason Blair (R-Moore) and Sen. Christi Gillespie (R-Broken Arrow) increases the timeline for when an ordinance is published from fifteen (15) days to thirty (30) days.

The bill goes into effect on November 1, 2026.

OML Priority/Firearms/Judges: HB 3062 by Rep. Derrick Hildebrandt (R-Catoosa) and Sen. Christi Gillespie (R-Broken Arrow) allows a retired municipal judge, having served as a municipal judge for twenty (20) cumulative years, as certified by OMJA, and who is qualified to serve as a municipal judge, to carry a firearm throughout the state to use only for personal protection; provided, however, the retired municipal judge shall not be authorized to carry the firearm into any district court of this state. Retired district judges, district attorneys or assistant district attorneys who are currently authorized to carry firearms throughout the state pursuant to state law shall be exempt. The chief judge of the district court may issue a written order allowing a municipal judge to carry a firearm within the district court during the time period in which he or she serves as the chief judge.
