Listing Description
The City of El Reno, Oklahoma, is currently soliciting resumes for the position of City Manager. El Reno operates under a charter and functions as a council-manager form of government, and manages a combined municipal budget of approximately $75.9 million annually. The City Council is composed of four Council Members and a Mayor. Terms for the four Council Members are staggered in that every year, one of the four seats is up for election. The Mayor serves a three-year term. The City Council sets policy for the City, approves the annual budget, and enacts legislation to provide for the safety and welfare of the City. The elected governing board members of the City Council also serve as the Trustees of the El Reno Municipal Authority, El Reno Airpark Authority Advisory Board, El Reno Development Authority, El Reno Hospital Authority and El Reno Recreation Authority Advisory Board.

The area that is now known as El Reno was home to the historic Cheyenne and Arapaho tribes. In 1874, the United States established a fort to supervise the area, and it was first commanded by General Philip Sheridan. He named it Fort Reno in honor of his friend, General Jesse L. Reno, who was killed in the American Civil War. Established after multiple land runs in 1889, El Reno is located in the heart of Oklahoma, where Interstate 40, Route 66, and the Chisholm Trail all meet. It also serves as the county seat of Canadian County, Oklahoma. The population was 16,989 at the time of the 2020 census. The City is roughly 80 square miles and is located at the interchange of I-40 and U.S. Route 81. At one time, it sat on the boundary between Oklahoma Territory and Indian Territory. The El Reno School District is an above-average public school district with approximately 2,937 students in grades PK-12 with a student-to-teacher ratio of 16 to 1, according to Niche. 

The city sales tax rate is 4%, with 3% for the general fund.

El Reno is a full-service municipal corporation that provides water, wastewater, solid waste, library, police, fire, EMS, pool, golf course, airport, senior citizen center, community center, and parks and recreation services, including a rodeo arena and RV park. 

The selected candidate will perform responsible managerial, administrative, and professional duties as the chief executive officer of the City. The employee is expected to exercise a high degree of independence, initiative, and professional expertise in the administration and day-to-day management of the City in accordance with policies established by the City Council, State Statutes, and federal laws, regulations and guidelines. As the City Manager, the candidate will have overall responsibility for all City departments. They will also provide administrative oversight of the Council-appointed positions. The City Manager shall provide a vision, innovative leadership, supervision, and general direction for the City management teams, including department heads, to coordinate their efforts toward achieving their departmental objectives.

The City Manager does not need to be a resident of the City or state at the time of appointment, but shall reside in the City within six months of appointment or as otherwise agreed upon by the City Council. 

The City Council, by a majority vote of their total membership, shall appoint a City Manager for an indefinite term. The City Manager shall be appointed solely on the basis of education and experience in the accepted competencies and practices of local government management. The minimum qualifications are:

•A master's degree is preferred, with a concentration in public
administration or a related discipline and two years of
experience in an appointed managerial or administrative position; 
or
•A bachelor's degree and five years of management experience; and,
•Compliance with the ICMA Code of Ethics.

The City of El Reno is offering a competitive salary range from $140,000 to $170,000 annually, depending on qualifications and experience, along with a competitive benefits package.
