Position Summary
The City of Medford is seeking a highly organized, detail-oriented professional to serve as its City Clerk/Treasurer. This key leadership position combines statutory municipal clerk responsibilities with oversight of the City's financial and administrative operations.
The City Clerk/Treasurer serves as the official record keeper for the City and works closely with the Mayor, City Council, City Manager, Medford Public Works Authority (MPWA), Medford Economic Development Authority (MEDA), department heads, auditors, regulatory agencies, and the public. The successful candidate will demonstrate integrity, professionalism, excellent customer service, and the ability to manage multiple priorities while maintaining confidentiality and ensuring compliance with federal, state, and municipal requirements.
Essential Duties and Responsibilities
Municipal Clerk Responsibilities
•Prepare agendas, minutes, and official records for the City Council, MPWA Board of Trustees, MEDA Board of Trustees, and other meetings as assigned.
•Maintain official municipal records in accordance with applicable records retention requirements.
•Certify, publish, and maintain ordinances, resolutions, legal notices, and other official documents.
•Coordinate municipal elections and administer oaths of office.
•Process Open Records requests and ensure compliance with the Oklahoma Open Meeting and Open Records Acts.
•Serve as a liaison between elected officials, City departments, governmental agencies, and the public.
Financial Administration
•Administer the City's financial operations, including accounts payable, accounts receivable, utility billing, payroll, purchasing, bank deposits, reconciliations, and financial reporting.
•Prepare financial records and documentation for annual audits and work closely with the City's auditor.
•Process payroll, employee benefits, payroll tax reports, and required withholdings.
•Reconcile bank accounts and maintain accurate accounting records.
•Process utility payments, taxes, licenses, permits, and other City revenues.
•Assist with budget preparation, financial reporting, and accounting software maintenance.


Administrative Operations
•Provide courteous customer service by assisting residents, businesses, and visitors in person, by telephone, and electronically.
•Maintain employee attendance records, personnel files, insurance records, and vehicle titles.
•Coordinate purchasing of office supplies, equipment, and service contracts, including telecommunications and internet services.
•Schedule employee training, conferences, and travel arrangements.
•Maintain City property, vehicle, liability, and workers' compensation insurance records and assist with claims processing.
•Prepare work orders and provide administrative support to City departments, including the Fire Department and Ambulance Service.
Community Relations
•Assist with community events, festivals, open houses, and other City-sponsored activities.
•Maintain City websites, social media platforms, and public communications.
•Assist with golf course administration, including memberships, tournaments, promotional materials, and customer communications.
•Perform additional duties and special projects as assigned by the City Manager.
Qualifications
Required
•High school diploma or GED.
•Three years of progressively responsible experience in office administration, bookkeeping, accounting, municipal government, or a related field.
•Valid Oklahoma Driver License.
•Proficiency with Microsoft Office and computerized accounting software.
•Ability to obtain any certifications required by Oklahoma law.
Preferred
•Associate's or Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a closely related field.
•Municipal government or governmental accounting experience.
•Knowledge of Oklahoma municipal laws, budgeting, payroll, utility billing, and public records requirements.
•Certified Municipal Clerk designation or the ability to obtain certification.

Working Conditions
This position is primarily performed in an office environment with frequent interaction with the public. Occasional evening meetings, community events, and travel for training or conferences may be required. The position requires prolonged sitting, standing, walking, computer use, and occasional lifting of office materials weighing up to 25 pounds.
