Laborer
Streets and Parks Street Supervisor Non-Exempt
Purpose of Position: Under general supervision operates a variety of equipment and light duty trucks and/or equipment utilized in the construction and maintenance of streets, sidewalk replacement, snow removal, storm debris removal, storm drain repairs, mowing cleaning of parks and repair of playground equipment. Performs manual labor in a variety of routine assignments, either as a crew member or independently following work instructions. Work often requires heavy physical exertion and may be performed in adverse weather conditions.
Essential Job Functions:
Operates backhoe, front loader, skid steer, asphalt roller, light duty vehicles in the Streets and Parks department involving the construction and maintenance of streets, parks, storm drains, alleys, right of ways, and signal lights. On occasion operates front end loader, salt/sand spreader, and other heavier equipment where the skill level is not that of the equipment operators.
Sets up barricades for safety of workers and flow of traffic. Flags traffic as needed.
Assists with all phases of asphalt including replacement and overlay; crack sealing and patching potholes. Sets up forms and lays/shapes concrete slabs, curbs and ramps. Cleans up broken glass, debris from car wreck, and other debris from City jobs. Cleans and checks storm drains. Assists in the resetting of signal lights.
Operates mowers, weed trimmers and leaf blowers to maintain City property such as parks, ROW’s and street medians.
Performs backfilling of dirt, preparation for streets, curbs, sod.
General maintenance work such as painting Parks equipment, replacing storm drains and sidewalk sections.
Operates other smaller construction equipment including jack hammer, asphalt saw, air compressor, chain saws, weed eater, cutting torch and welder, and other hand tools.
Inspects equipment and may perform routine maintenance and repair of equipment.
Performs other duties as directed.
Education, Training and Experience Required:
High School Education/GED or equivalent training and experience and at least 6 months to 1 year of related construction and maintenance experience operating heavy construction equipment, performing general maintenance and repair.
Knowledge, Skills and Abilities:
Familiar with the operation and maintenance of small engines, automobiles, light trucks, medium and heavy trucks, tractors, and construction equipment.
Must be familiar with safe operating procedures of all departmental vehicles and equipment and perform routine maintenance on equipment.
Must be able to perform brick work, roofing, setting up signs, tarring streets, etc. May perform other electrical, carpentry, painting, striping, masonry, sheet rock, heater repair/general maintenance work.
Contacts with Others:
Has contact with the departmental employees, contractors and the general public requiring courtesy, discretion and sound judgement.
Special Certificates, Registrations, Licenses Required:
Must have a valid driver’s license and may be required to have a Class B Commercial driver’s license.
Physical/Mental Requirements:
Must be in good physical condition and able to climb, bend, stoop and the strength to lift/move 40lbs routinely and sometimes up to 100lbs. Specific vision abilities required are color/peripheral/distance/close vision, depth perception and ability to adjust focus. Must be able to work under strenuous conditions.
Must be able to communicate effectively with fellow employees, in obtaining information, supplies, equipment and providing feedback.
Environmental Conditions and Safety Concerns:
Oftentimes is exposed to the inclement weather and exposed to toxic chemicals and dangerous surroundings Must be able to tolerate working in areas of strong/foul odors. Must observe safety concerns. Must be able to work in all kinds of conditions including ice, mud, rain, etc.

Salary:
Salary is 12.30 to 14.96 per hour based on the number of years of experience.
