The City of Boise City is seeking an energetic, community-minded, and highly motivated professional to serve as City Manager/Public Works Director. Located in the Oklahoma Panhandle, Boise City is a close-knit and resilient community with strong agricultural roots, expanding economic opportunities, and a commitment to thoughtful growth and infrastructure investment.
The City provides essential public services including water and wastewater utilities, municipal airport operations, cemetery management, police and fire protection, and street maintenance. Boise City has recently begun a major economic development initiative and is actively working to recruit industrial and commercial partners to its industrial park and surrounding area.

Position Summary
The City Manager/Public Works Director serves as the chief administrative officer of the City and is responsible for overseeing daily municipal operations, managing city staff, implementing policies established by the City Council, and directing public works functions and infrastructure services.
This position serves as a full-time representative of the City as an organization and as a community, building strong relationships with local business leaders, regional partners, state agencies, and community stakeholders. As City Manager, you are not only managing an organization, but helping to lead a community, enrich its heritage, and guide its future with professionalism and integrity.
The manager will supervise approximately 10–15 full-time employees across multiple departments and services.
Essential Duties and Responsibilities
•Oversee day-to-day operations of all municipal departments and services.
•Supervise and support city staff, department heads, and public works personnel
•Manage operations and maintenance of:
oWater and wastewater systems
oStreets and public infrastructure
oMunicipal airport
oCemetery operations
oPublic facilities and equipment
•Prepare and administer city budgets, purchasing, and financial planning
•Assist the City Council with policy implementation, strategic planning, and long-term capital improvements
•Coordinate with engineers, contractors, regulatory agencies, and grant administrators
•Pursue and manage grants and economic development opportunities
•Support industrial recruitment and business development efforts within the City’s industrial park
•Ensure compliance with applicable local, state, and federal regulations
•Attend City Council meetings and provide regular operational and project updates
•Serve as a visible and professional representative of the City within the community and region
Preferred Qualifications
•Experience in municipal government, public administration, public works, utility management, or related leadership roles
•Knowledge of municipal infrastructure systems, budgeting, personnel management, and economic development
•Strong communication, leadership, organizational, and problem-solving skills
•Ability to work collaboratively with elected officials, employees, residents, businesses, and outside agencies
•Grant writing or grant administration experience preferred
•Oklahoma certifications or licenses related to water/wastewater operations are beneficial but not required
•Bachelor’s degree in public administration, business, engineering, construction management, or related field preferred; equivalent experience considered
