Listing Description
The City of Chickasha is seeking a qualified municipal Comptroller to ensure the integrity, efficiency, and transparency of municipal funds in our financial operations. This is a key support role responsible for financial reporting, internal controls, financial analysis, and budgeting. The ideal candidate will bring experience in government budgeting, a deep understanding of municipal finance, and a commitment to serving the public interest.
The Comptroller must have solid communication, technology, analytical and supervisory skills. The Comptroller is responsible for overseeing all aspects of the City’s financial accounting and general ledger reporting in accordance with Modified Cash Basis of Accounting and Governmental Accounting Standards Board (GASB).
This position is supervised directly by the Finance Director and exercises direct supervision of the Accounting Technician, and indirect supervision of the Accounts Payable Clerk and other Finance Department employees.
The starting salary for this position is between $75,000.00 and $85,000 annually, depending on experience and qualifications.
This is a full-time exempt position with a schedule of Monday through Friday 8:00am to 5:00pm. Benefits include comprehensive medical, dental, and vision; employer contributions to a retirement plan; paid holidays and accrued paid time off.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
oOversee and review the general ledger and financial statements preparation for accuracy and completeness. Ensure timely completion of the month and fiscal year end closing.
oSupervise and coordinate the reconciliation of the City’s financial and general ledger accounts. Ensure all financial accounting requirements follow Modified Cash Basis of Accounting and Governmental Accounting Standards Board (GASB).
oWill be expected to prepare Journal Entries, including Year End Adjusting Entries and Schedules.
oAssists Finance Director with annual budget preparation.
oAnalyzes accounting and budget reports in order to evaluate budget related fiscal data, identify trends and problem areas.
oPrepare Financial Reports for Tax Increment Financing Districts.
oCoordinate with Consulting Services as needed, including preparation and publication of Annual Financial Report.
oRespond to internal and external audit inquiries.
oDevelop and maintain policies and procedures for financial accounting and general ledger accounting processes and internal controls.
oManage and coordinate special projects to identify and correct financial and accounting issues. Implement current and new accounting policies and procedures as needed.
oOther duties as assigned.

Minimum Qualifications
oGraduation from an accredited college or university with a Bachelor’s Degree in Finance, Accounting, Business or Public Administration or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. Experience in government budgeting and municipal finance preferred.

Knowledge, Skills & Abilities:
oExtensive knowledge of municipal governmental accounting
oExtensive knowledge of Modified Cash Basis of Accounting and Governmental Accounting Standards Board (GASB).
oAdvanced analytical skills and attention to detail.
oProficient skills in Microsoft Office (Word, Excel, PowerPoint).
oExtensive skills with preparing and analyzing financial statements and reports.
oProficient in accounting and general ledger systems preferably Incode.
oAbility to communicate in presentation and writing.

Physical requirements:
oWork is typically indoors, subject to sitting, standing, walking, or using a telephone for extended periods of time;
oSubject to abnormal daily stress;
oRegular attendance at work is required;
oSubject to exposure to light and glare from a computer terminal;
oSubject to noise of a copying machine, ten-key, telephone or computer;
oSubject to working in a confined area in close proximity to others, with frequent interruptions;
oVision required to read and review written correspondence, reports, statistical and technical data, and computer screen, etc.;
oHearing and speech required to communicate clearly and distinctly in English, by telephone and in person within the confinement of a semi-noisy environment.
