JOB TITLE: PUBLIC WORKS DIRECTOR
SUPERVISOR’S TITLE: CITY MANAGER
POSITION SUMMARY
Professional position reporting directly to the City Manager, responsible for the management of municipal public works including: street and stormwater maintenance and construction; water treatment and distribution; wastewater treatment; vehicle fleet and equipment maintenance; budget management; cemetery operations; building and construction inspections.
The position requires a wide variety of experience. Requires constant face-to-face contact with the various foremen, engineers, equipment operators, and construction contractors who are daily working in the public works operations. The director must render almost daily operating decisions, usually through supervisors, and must be able to make professional and political judgments involving the operations.
PRINCIPAL DUTIES AND RESPONSIBILITIES—The following represents the majority of the duties performed by the position, but are not meant to be all-inclusive nor prevent other duties from being assigned when necessary.
Plans, organizes and directs Public Works personnel in the daily operations of each division including reviews of the various field projects and operations to insure that minimum construction operational and safety standards are achieved.
Develops and submits annual budget proposals to the City Manager including requirements for personnel, maintenance and operations, and capital purchases. Responsible for budget administration.
Reports regularly, and in a timely manner, to the Assistant City Manager and City Manager the programs of work performed by the Public Works Departments.
Interacts daily with the general public attempting to solve their various problems while considering the City’s responsibility, the severity of the problems, standard City policy both written and unwritten, municipal ordinances, financial impact and good judgment.
Develops and submits long and short term recommendations to the City Manager and Assistant City Manager for capital improvement programs and interacts with various departments in the development of capital improvement programs for the City.
Keeps abreast of the advancements in technology and their application to areas of responsibility including, but not limited to, those mentioned. This may include the attendance at professional meetings, conferences, seminars and various schools as directed or approved.
Develops administrative and operational policies and implements safety procedures for the Public Works Departments.
Represents the City on various civic and professional groups as approved or directs. Makes presentations to various civic, professional and citizen groups as directed on behalf of the City; attends City Council meetings and makes presentations when necessary.
Responsible for correction of any prior year audit recommendations in the departments managed.
Responsible for additional duties and responsibilities as assigned by the City Manager.
QUALIFICATIONS / SPECIFICATIONS
EDUCATION—Bachelor’s degree in civil engineering, environmental engineering, public administration or other related degree from an accredited university is required by City Charter.
EXPERIENCE—Extensive supervisory, administrative and construction experience. Proven ability to render daily professional and political judgments involving city government.
SKILLS—Fundamental knowledge of the overall operations of local government; knowledge of public sector construction and maintenance methods, materials and equipment. Ability to communicate effectively and diplomatically with a variety of assistants, supervisors, engineers, department heads, employees and the general public during the performance of duties. Excellent written and verbal communication skills.
LICENSES—Professional Engineers licenses is highly desirable.
INTERNAL AND EXTERNAL WORKING RELATIONSHIPS
Regular internal contacts with all departments within the City to coordinate work and exchange information. External contacts with various City, State and Federal agencies to obtain information or provide reports requiring tact and diplomacy.

SUPERVISORY / ACCOUNTABILITY
EMPLOYEE SUPERVISED—Supervises directly or indirectly all personnel in all public works departments.
ACCOUNTABILITY FOR MONEY OR MATERIAL—Directly responsible for the expenditure of the budgets of all public works departments.
