DESCRIPTION:
This is professional accounting and administrative work in the maintenance and review of a variety of the City’s financial records and systems.
Work involves primary assistance in maintaining financial records and a complete set of accounts for the City utilizing the computerized accounting system and other record keeping systems with respect to payroll, general ledger and accounts payable. Work is performed in accordance with established accounting practices and procedures on the City’s computerized accounting software system. The employee is expected to be well versed in computerized accounting system hardware and software and is expected to exercise independent judgment in managing accounting problems and carrying out fiduciary duties. Work is reviewed through meetings, regular reports, ledgers and other statements and reports with the Director of Finance.
ESSENTIAL FUNCTIONS:

•Assists the Director of Finance in maintaining a complete set of accounts including subsidiary, general ledger, budgetary, and control accounts; reconciles bank accounts for City funds.
•Reconciles bi-weekly payroll reports with billings and payments to payroll vendors.
•Supervises and/or assists fiscal assistants in utility billing, payroll, and other finance department functions.
•Analyzes municipal accounting system and develops new and revised procedures to solve problems.
•Process purchase orders for payment and prepare warrants for mailing.
•Prepares monthly closing statements, bank reconciliation’s and other month-end duties.
•Trains and assists departmental and authorized city staff in computerized accounting/utility billing/budgeting system use.
•Assists in budget and auditing preparation; works with assigned auditors in preparation of year-end CAFR and other audit records.
•Provide assistance to other department staff for accounts payable, receivable and payroll.
•Assists the public and other stakeholders with inquiries and performs research and assists with other special projects.
•Follows safe work practices.
•Ability to maintain the confidentiality of private information.


QUALIFICATIONS:

oGraduation from a four-year accredited college or university with major course work in accounting, business administration, or related field; experience in accounting work preferably at the municipal level; or any equivalent combination of training and experience that provides the following knowledge, abilities, and skills:
oConsiderable knowledge of general accounting principles and procedures.
oKnowledge of modern office procedures, practices, and techniques.
oThorough knowledge of modern data processing and integrated accounting software, hardware and affiliated equipment and procedures.
oThorough knowledge of governmental accounting and related systems and procedures.
oAbility to apply accounting principles to the maintenance of fiscal and accounting records.
oAbility to present ideas effectively, orally and in writing.
oAbility to establish and maintain effective working relationships with other staff and officials of other agencies.
oSkill in the operation of devices using alphanumeric keyboards.
