General Description of the Position:

This position is responsible for the development, management and direction of all firefighting, fire prevention, emergency management, emergency medical, for the protection of life and property within the city. This position will serve in a supervisory capacity. 

Summary of Essential Duties:

·       Plans, organizes, assigns and directs departmental operations with respect to equipment apparatus and personnel.

·       Exercise purchasing and budgetary control and submit annual budget requests.

·       Directly supervises up to two full-time employees and 20 volunteers. Provides for the training and discipline of personnel.

·       Provides for personnel recruitment and selection programs. Evaluates potential candidates for employment, volunteer status and promotion and establishes departmental policies.

·       Attend conferences, conventions and other educational meetings to keep abreast of modern firefighting methods and administration and to maintain required certifications and licenses.

·       May assume command of firefighting personnel and apparatus at the scene of a major incident. Calls for supplementary personnel and apparatus as needed.

·       Prepares and supervises the maintenance of pre-plans for fighting major fires or responding to major emergencies.

·       Enforces safety rules and encourages safety applications for employees, conforming to the safety guidelines set.

·       Directs the preparation of daily logs, fire and EMS records and reports to secure efficient operations and to comply with authorized requests for information regarding department activity and personnel.

·       Issues city addresses and maintains address records for the city.

·       Make presentations to schools, citizens and civic groups to educate them on fire safety and activities of the department.

·       Attend meetings of the City Council and other Boards as needed.

·       Prepares and maintains necessary records and reports.

·       Performs maintenance on the fire station, equipment and trucks, and city grounds as needed.

·       Performs other duties as assigned.

Minimum Qualifications:

·       Candidates must have at least ten (5) years’ experience in all phases of firefighting, fire prevention, emergency management response, disaster recovery and emergency medical services or a combination of fire and EMS services with no less than five (5) years paid fire service experience.

·       Must have administrative and supervisory experience.

·       Candidates need to be a Nationally Register EMT and NIMS Certified.

·       Ability to meet such specific physical and certification requirements as may be established by the City, State Statutes and the Oklahoma Firefighters Pension and Retirement System.

·       Knowledge of the principles, practices, methods and equipment used in modern firefighting, and knowledge of fire hazards and fire prevention techniques.

·       Ability to plan, install and carry out programs of departmental operations and activities, personnel training and fire prevention.

·       Knowledge of city geography, street locations, principal buildings, fire hydrants and water supplies.

·       Ability to respond effectively to the most sensitive of inquiries and complaints.

·       Ability to define problems, collect data, establish facts, and draw valid conclusions.

·       Ability to exercise good judgment in stressful situations.

·       Ability to communicate effectively both orally and in writing.

·       Must be self-motivated and able to complete tasks with little or no supervision.

·       Must be able to establish and maintain effective working relationships with other employees and the public.

·       Ability and willingness to maintain strict confidentiality. Ability to work and maintain records in a highly confidential atmosphere.

·       Ability to use a computer, Microsoft Word, Excel, various software, copier, and other office equipment.

·       Possess a valid Oklahoma Driver’s License and be insurable.

Working Conditions and Physical Requirements:

·       Must meet or exceed the physical demands set by the Oklahoma State Firefighters Pension and Retirement Board, including successful completion of a health physical.

·       Operate both as a team and independently at incidents of uncertain duration.

·       Tolerate extreme fluctuations in temperature and able to perform physically demanding work in hot and humid atmospheres while wearing protective equipment.

·       Must face life or death decisions and be able to make the proper decisions in emergencies.

·       Possible exposure to grotesque sights and smells associated with major trauma and burn victims.

·       Make rapid transitions from rest to near maximal exertion without warm-up periods.

·       Perform a variety of tasks such as carrying tools and equipment, dragging hose, etc. on slippery or hazardous surfaces such as on rooftops or from ladders.

·       Some work is performed through site visits. Frequent exposure to dirt, dust, extremes of temperatures and possibly noxious fumes and odors.

·       Must be willing to perform all duties under adverse weather conditions, including extreme heat and inclement weather.

·       Must be willing to perform duties during non-standard work hours, when necessary.

·       Some exposure to unpleasant citizens; must be able to handle tactfully.

·       Hearing and speech required to communicate clearly and distinctly in English in person and over the phone.

·       Must present a professional appearance.
