GENERAL DESCRIPTION OF POSITION
Under general direction of the CFO/ACM and City Manager, performs a variety of responsible, professional, and technical economic development work. Serves as an economic development point of contact for existing and potential businesses and developers. Coordinates with other agencies and partners on economic development issues and creates and manages business retention and expansion programs. Manage special projects, consultants, communications, and events as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Prepares, updates, and implements an economic development strategic work plan including making recommendations for amendments to the adopted plan.
2. Assists in implementing other economic development-related plans, including but not limited to the Economic Development Chapter of the Comprehensive Plan and the Regional Commercial Master Plan.
3. Responds to developer and business inquiries regarding available land, building, development opportunities, or proposals for development or redevelopment.
4. Serves as a point of contact for economic development efforts and interacts with existing and potential businesses, developers, central real estate professionals, and landowners. Responsible for excellent customer services and reliable and useful economic development information.
5. Assists in developing and maintaining an Incentive Guidance Policy and assists in the preparation of development agreements.
6. Assists with updates to Urban Renewal and Revitalization Plans and in preparing Tax Increment Finance calculations.
7. Promotes the certified site program in areas targeted for industrial development and assists in the preparation of certified site applications.
8. Maintains accurate economic development databases, including working with and managing contractual relationships with economic development firms.
9. Coordinates, develops, and facilitates a business retention and expansion program.
10.Participates in the development and implementation of grant-funded programs through research of available opportunities, preparation of grant applications, and project administration.
11.Assists in the preparation of agendas, staff reports, recommendations, and presentations for City Council, Planning & Zoning Commission, and other public and private groups.
12.Meets regularly with economic development partner agencies including the Chamber of Commerce and others to coordinate business development opportunities, marketing activities, events, and information.
13.Plans special economic development-related events and represents the City at various meetings with the public, community organizations, and other governmental agencies.
14. In coordination with the Public Information Officer, works to deliver City marketing materials related to economic development. Maintains the City’s website with up-to-date economic development information.
15. In coordination with the Graphic Designer, develops marketing materials that align with the City’s branding.
16.Represents the City on various boards and commissions as directed.
17.Attends workshops and seminars as approved to further develop knowledge, skills, and abilities to maintain, enhance, or achieve certification in various areas of expertise.
18.Performs other duties or assumes other responsibilities as apparent or assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
• Exceptional verbal and written communication skills
• Thorough knowledge of local, state, and federal laws, legal codes, and government regulations, particularly those related to economic development and land use
• Disciplined time management skills with a proven ability to meet deadlines
• Hyper-focused organizational skills and attention to detail
• Strong analytical and problem-solving
• Proficient with municipal software and standard office equipment
• Proficient with Microsoft Office Suite or related software Education, Training
EDUCATION AND EXPERIENCE
Bachelor’s degree in business, public administration, finance, economic development, real estate, planning, or related field experience required. 5 or more years of direct experience in the field, or equivalent combination of education and experience.
CERTIFICATES, LICENSES, REGISTRATIONS
Economic Development Financial Professional (EDFP) or
Certified Economic Developer (CEcD) credentials (preferred)
MENTAL ABILITIES REQUIRED TO PERFORM ESSENTIAL FUNCTIONS
Comprehensive and very intense mental demand. Comprehensive and continual involvement with multiple divisions, departments and/or organizations. Strategic and operational management functions which relate to both the short-term and long-term time periods.
COMMUNICATION SKILLS
Ability to establish and maintain effective working relationships with the public, City Council, Boards and Commissions, City employees, vendors, and other agencies. Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
