Position Overview
The Assistant City Manager for Public Safety & Development supports the City Manager in advancing Collinsville’s strategic vision by overseeing public safety, community development, and external relations. This new position is designed to strengthen Collinsville’s growth initiatives while ensuring a safe, well-prepared, and economically vibrant community.
Key Responsibilities
•Public Safety Oversight: Provide administrative leadership and coordination for the Police Department, Fire Department, and Animal Services.
•Emergency Management: Serve as the city’s emergency management coordinator; lead preparedness and response efforts for natural disasters and community hazards.
•Planning & Development Services: Direct planning, zoning, permitting, and building inspections to ensure managed, sustainable growth.
•Economic Development: Drive business recruitment, retention, and expansion efforts. Administer incentive programs and foster partnerships with developers, chambers, and regional/state agencies.
•Film & Creative Industries: Manage Collinsville’s film-friendly certification, permitting, and production partnerships. Build creative industry connections that expand the city’s economic and cultural footprint.
•Outreach & Marketing: Lead city branding, communications, and outreach through digital platforms, media, and community events.
•Community Engagement: Partner with residents, schools, and civic groups to promote volunteerism, beautification, and civic pride.
•Intergovernmental Relations: Represent the city in regional and state collaborations, pursuing funding and strategic partnerships.
•Strategic Growth Projects: Work with the City Manager to implement projects that enhance community safety, livability, and economic opportunity.
Qualifications
•Minimum of 5–7 years of progressively responsible municipal or public sector management experience, with direct supervisory responsibility.
•Knowledge of municipal government functions, including public safety, planning, economic development, and community engagement.
•Strong leadership, communication, and problem-solving skills.
•Experience with intergovernmental relations, grants, and project management preferred.
•Ability to build positive relationships with elected officials, staff, residents, businesses, and partner organizations.
Compensation & Benefits
•Salary range: $95,000 – $105,000 annually, depending on qualifications and experience.
