Listing Description
The county seat and principal commercial center of Terry County, the City of Brownfield, sits between Lubbock and Odessa. Known as the Star of the South Plains, stretching across 6.32 square miles, the town is home to just under 9,000 people seeking a quiet, country living in a community with deep roots and a lot of heart.

The City of Brownfield operates under a home-rule charter, utilizing the council-manager form of government with the mayor and seven council members. Working together, the City Council sets vision and policy for the organization, adopts the annual budget, handles legislative items, and appoints the City Manager, City Secretary, and Municipal Court Judge.

The new Human Resources Department will oversee all of the City’s human resources functions, including recruitment and staffing, compensation and benefits administration, employee relations, performance management, policy development, compliance, and record keeping. Including the City Manager and incoming director, the department is expected to have three employees working with an annual departmental budget of $320,086.

The City of Brownfield is seeking an experienced servant leader with the skills and drive to build a Human Resources Department from the ground up. This position requires a bachelor’s degree in human resources management, business administration, public administration, or a related field and seven (7) years of progressive Human Resources experience, including three (3) in a supervisory or leadership role.

Professional certifications such as SHRM and HRCI are preferred, as is in-depth knowledge of federal, state, and local employment regulations and practices. Bilingual skills are a plus.

Please note that residency within the Brownfield city limits is a requirement for this position. The City of Brownfield is offering a starting salary of $57,557 to $83,359 for this position, depending on experience and qualifications.
