Listing Description
GENERAL PURPOSE

Perform technical and administrative accounting work in reconciling and maintaining the fiscal records and systems of the City.

SUPERVISION RECEIVED

Work under the general supervision of the Finance Director.

SUPERVISION EXERCISED

Also supervises the accounting area of Finance in the absence of the Finance Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Manages assigned operations to achieve goals within available resources; plans and organizes workload; reviews progress and makes changes as needed.

Assists in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates activities with other departments and agencies as needed.

Provides professional advice to supervisor and other departments, although cannot give advice on high level policy making of the City.

Reconcile bank statements and agree the same to the general ledger cash balances in Fund 99 – Pooled Cash. Furthermore, reconcile the separate Fund Claims to Cash in each fund to the Fund 99 Pooled Cash. Therefore, the duty is to reconcile all Pooled Cash Accounts and other individual fund bank accounts to the Bank Statements.

Verify and ensure bank reconciliation reports are 100% complete and correct before they are sent to the Finance Director for final approval. If questions arise, detailed questions should be submitted to the Finance Director for possible solutions/assistance.

Maintain fixed assets records, including asset purchases and disposals, with reconciliation of subsidiary fixed asset register to general ledger balances.

Review and check for errors in account coding in the financial records and make required corrections.

Reconcile and agree payroll liabilities and all payroll expenses to underlying payroll records and ensure payment of all payroll liabilities to vendors.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

(A)Graduation from a college or university with a bachelor's degree in accounting, finance, business or public administration, or a closely related field, and

(B)Three (3) years of accounting experience or financial work; or

(C)Any equivalent combination of education and progressively responsible experience.

Necessary Knowledge, Skills and Abilities:

(D)Working knowledge of general ledger system and related subsidiary ledgers; knowledge of internal control procedures and management information systems; working knowledge of office automation and computerized financial applications; working knowledge of payroll and accounts payable functions; working knowledge of budgetary, accounting and reporting systems;

(E)Self-learner, self-motivated, able to work independently and with minimal supervision and guidance;

(F)Skill in operation of listed tools and equipment;

(G)Critical thinking ability with problem solving skills and an analytical mindset;

(H)Exceptional mathematical skills;

(I)Able to make decisions to manage time well in order to reach deadlines in preparation of financial details;

(J)Good computer knowledge to deal with computer accounting systems;

(K)Accuracy and precision in preparation of accounting details;

(L)Good communication skills in order to communicate with employees and management.


SPECIAL REQUIREMENTS

Must be bondable.

Must be able to work hours necessary to achieve work objectives as determined by supervisor.

Typewriter, personal computer, including word processing, spreadsheet and data base software; central computer system; 10-key calculator; phone; copy machine; fax machine.
