The NOI teaches the statutorily required topics such as Municipal Budget Requirements, the Oklahoma Open Meeting Act, the Oklahoma Open Records Act, Ethics, Procedures for Conducting Meetings, Conflict of Interest, and Purchasing Procedures.
State law requires each person elected or appointed for the first time as an officer of a municipality to attend an institute for municipal officials. The statute is codified at Title 11 O.S., Section 8-114.
An officer is defined in 11 O.S. Section 1-102 as “any person who is elected to an office in municipal government or is appointed to fill an unexpired term of an elected office, and the clerk and the treasurer whether elected or appointed. When “officer” or “official” is modified by a term which refers to a personnel position or duty, the holder of the position or duty is not an officer or official of the municipality for any purpose.”
The Oklahoma Municipal League is certified by the Department of Career and Technology as a trainer to implement this Act.

As you all may be aware, the legislature passed Senate Bill 462 during the 2023 legislative session. This legislation does the following:
1. Requires all municipal judges must complete 12 hours of required municipal related continuing education through the Oklahoma Municipal Judges Association prior to July 1st, 2026.
2. Upon completion of the training that is conducted by the Oklahoma Municipal Judges Association, you will receive a certification of training certificate.
3. The training is approved by the Oklahoma Bar Association for continuing education credit.
4. The certificate must be filed with the county clerk of the jurisdiction in which the municipality is located.
5. The municipal judges association holds training twice a year, however additional training dates may be added prior to the effect date.
6. As of July 1st 2026, if you have not completed your training and your certificate is filed with the county clerk, your municipality will be limited to a maximum of $50.00 fine for any charge, traffic or criminal.
7. This is a one-time training, and certificate pursuant to the legislation, similar to new city officials and new police chiefs training also required by statute for elected municipal officials and municipal police chiefs.

This track is the class for Judicial Carry. Shooting for qualification will follow in the afternoon at Shawnee PD shooting range.

This Regional Council meeting will focus on the upcoming Legislative Session. We will discuss our Legislative Priorities and other bills that have been filed. We are inviting every Legislator located in your Region to join us for lunch to share our priorities so they will know the issues that are important to the cities and towns in their District. We will also ask them to share their priorities and goals for the year for a preview of this Session.
