JOB SUMMARY: Under general administrative direction of the City of Del Rio City Manager; plans and directs a comprehensive human resources department, includes administering programs in employee and labor relations, classification, benefits, safety and training, recruitment and testing.  

•Provides responsible direction and leadership in personnel matters and manages human resource function for the City. Oversee the specific functions of the department including classification, employee and labor relations, recruitment and examination, training and development and human resource. Explores methods for improving the human resources process by developing new and innovative plans and programs that are visionary. Manages progress of projects and activities related to Human Resources projects. 
•Researches, plans, develops and implements policies, procedures and programs which allow for efficient operation of personnel functions for the City and enhancement of the workplace; ensures proper personnel practices such as hiring, disciplining and terminating following policies and legal obligations. 
•Assists supervisors and staff in the interpretation and application of personnel rules and regulations; monitors compliance with personnel policies; Handles employee relations issues, including providing direction to supervisor/management staff regarding performance management, disciplinary and grievance procedures; and counseling and assisting employees with grievances and other workplace issues; 
•Oversees the recruitment processes, including the screening, testing and processing of applications for City employment. 
•Oversees Workers Compensation and City Liability claims in coordination with the City’s Insurance Contractor. Assists in identifying and resolving liability exposures, ensuring that benefits and safety administration programs and systems are developed and implemented properly.  
•Provides budgetary guidelines for employee salaries and benefits, oversee human resources budget and monitors and approves department expenditures.  
•Supervises human resources staff, including training and motivating employees; assigning work and establishing and monitoring employee performance objectives. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Implement department recruitment, advertising and hiring policies and procedures.  
•Assures City compliance with Local Government Code 143 in the personnel administration of police and fire classification and appointments, compensation practices, disciplinary actions, leaves, entry and promotional examinations, and other statutory provisions; 
•Ensure adherence to Labor laws, agreements, and policy and employment contracts. 
•Performs as the city’s principal human resources expert during state or federal regulatory hearings, court testimony, arbitration meetings and designated committee or board service.  
•Serves as liaison between the City Manager and city department heads, community businesses, and organizations to resolve conflicts. 

Education and Experience Requirements: 
•MINIMUM - Graduate from an accredited four-year college or university with a degree in human resources, business, public administration, or a related field; and three (3) years’ experience in professional human resources administration; and one (1) year supervisory or managerial experience. 
PREFERRED - five (5) years’ experience in professional human resources administration; and three (3) year supervisory or managerial experience; and PHR or SHRM certification or equivalent. 
•An equivalent combination of education and/or experience may be considered. 

Knowledge, Skills and Abilities: 
•Knowledge of human resource management principles, practices and personnel policies and procedures. 
•Knowledge of state and federal laws, rules and regulations governing human resources including labor relations and employment laws.  
•Knowledge of civil service rules and regulations. 
•Knowledge of budget preparation, personnel records systems and standard general fiscal administration policies and practices. Knowledge of management and supervisory principles and techniques and pertinent federal and state safety rules and regulations.  
•Able to prepare and provide presentations and comprehensive reports to Mayor, Council, City Management and the public.  
•Establish and maintain effective working relationships with coworkers, officials, city departments, commissions, regulatory agencies and the public. Demonstrate proficiency in both oral and written communication. 

Conditions of Employment: 
•Must have a valid Class “C” Driver’s License (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 30 days of hire per state law.
