The Assistant Finance Director is located in the Finance Department of the City of Oklahoma City and is under the direction of the Finance Director. The Assistant Finance Director assists in the overall management, administration and coordination of activities within the Finance Department and may be assigned responsibility for several divisions within the department. Essential job functions include: representing the Finance Director on various boards, committees, and meetings; analyzing and implementing various departmental productivity improvement measures; researching, preparing, and presenting reports for the City Council; overseeing preparation of the annual budget; determining long-range organization, fiscal, and community impact of departmental changes and decisions; providing the Finance Director with an objective analysis of current legislation impacting departmental activities and the City organization; providing management of the City's General Obligation Bond Program and coordination of the City's debt management program. Duties may vary in nature from writing special reports, conducting research assignments of a complex nature, presenting written and verbal reports analyses and recommendations on a variety of matters, to maintaining a constant and effective interface between the department, City organization, and outside agencies.
-Possession of a bachelor's degree in Finance, Business, Public Administration, or related field.
-Knowledge of and skill in applying management principles and techniques.
-Knowledge of business practices and laws related to debt management, financial markets, and economic trends that impact financial markets.
-Knowledge of capital financing options including competitive and negotiated bond issues.
-Knowledge of municipal budget methods.
-Knowledge of best practices in financial management.
-Skill in analyzing and structuring capital financing alternatives.
-Skill in coordinating activities of professional, technical, and clerical staff.
-Skill in critically assessing and organizing a wide variety of information.
-Ability to establish and maintain effective working relationships.
-Ability to plan, design, implement, and evaluate current systems and systems improvements.
-Ability to develop long-range plans and evaluate work accomplishments.
-Ability to interpret and communicate complex financial information.
-Ability to communicate both verbally and in writing with demonstrated public speaking/presentation skills.
-Willingness to assume responsibility for work performed and decisions made.
-Minimum of three years' financial management experience.
-Experience in policy development.
-Interpersonal and conflict resolution skills.
-Experience supervising and managing the activities of a diverse workforce.
