Development and Planning Director
Perform advanced level of professional planning work relating to:
1.long range planning activities including formulating land use plans, development policies and special planning studies, including: identification of goals and objectives, formulation of policy, plan and program alternatives; evaluation of alternatives; coordination with related agencies and departments; and implementation of policies, plans and programs, including land use regulations and development controls.
2.current planning activities including administration of subdivision and zoning ordinances; review and evaluations of applications for rezoning, site plans and plats, including coordination with related departments and preparation of staff reports and studies; coordination of development meetings for developers, providing guidelines and information; and preparation of special reports and studies on current development issues.
ESSENTIAL JOB FUNCTIONS
1.Prepares and writes recommendations, staff reports; narrative and graphic reports related to planning strategies which promote economic and community development or efficient land use consistent with community goals and special short-range planning projects.
2.Provide staff support to and conducting of Planning Commission, the Board of Adjustment meetings and public hearings for City Council on a regular basis and other planning committees as necessary.
3.Act on behalf of the City Manager on planning and zoning matters as necessary.
4.Research, analyze, prepare and recommend amendments to the City’s zoning, land use, infrastructure, subdivision and related ordinances and codes.
5.Attend and participate in professional groups and committees; and stay abreast of new trends and innovations in the field of urban planning.
6.Provides information to developers and their engineers regarding zoning and regulatory matters.
7.Provide information to and answer questions from the public or local officials on a variety of fundamental planning issues regarding zoning, land use and the comprehensive plan.
8.Assists in developing long range comprehensive community plans concerning development.
9.Assists in developing specialized plans to meet specific needs outlined in the long range plan; and in writing a variety of ordinances and regulations relating to land use and development.
10.Develops maps and other graphic presentations to illustrate planning concepts.
11.Performs other duties and tasks as assigned and required by the City Manager.
MINIMUM JOB REQUIREMENTS

2.Zoning, land use and subdivision laws, ordinances and procedural requirements.
3.Methods and techniques of subdivision design.
4.Methods and techniques of effective technical report preparation and presentation.
5.Federal and state grants program.
6.Basic engineering and building code terms.
7.Research methods and sources of information related to urban growth and development.
8.Recent developments, current literature and sources of information related to municipal planning and administration.
9.Pertinent federal, state, and local laws, codes and regulations.
1.Mediating and resolving difficult and sensitive complaints and inquiries.
2.Researching, analyzing, and evaluating a variety of statistical data.
3.Reading complex maps and plans.
1.Develop comprehensive planning reports, findings and recommendations.
2.Interpret and explain City land use, zoning, subdivision and general planning laws and regulations.
3.Analyze site design, terrain constraints, circulation, land use compatibility, utilities, and other urban services.
4.Communicate clearly and concisely, both orally and in writing.
5.Ensure program compliance with federal, state and local rules, laws and regulations.
6.Establish and maintain cooperative working relationships with those contacted in the course of work, including City and other government officials, community groups and the general public.
7.Operate computer, copy machines, telephone, motor vehicle and related equipment.
8.Pass drug screen by licensed physician.
OTHER SIGNIFICANT FACTS
Difficulty of Work:
The work consists of sedentary work requiring the exertion of up to ten (10) pounds of force occasionally and a negligible amount of physical effort.
There is a high level of public contact. The employee must establish and maintain an effective relationship with the public, local officials and other employees. Independent judgement is required to complete most tasks.
Employee spends about ninety-five percent (95%) of work time indoors. Employee is occasionally subject to outdoor weather conditions.
Maintain effective audio-visual discrimination and perception needed for:
- making observations
- reading and writing
- operating assigned equipment
- communicating with others
Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following:
- walking, standing and sitting to perform planning duties.
Employee works independently of close supervision, but is reviewed and directed by the City Manager.
DESIRABLE EDUCATIONS AND EXPERIENCE
Bachelor’s Degree in urban planning from an accredited university or college. A degree in a related field such as political science, public administration or civil engineering may be considered.
A minimum of two (2) years of responsible professional experience in municipal planning or equivalent experience is preferred. A master’s degree in urban planning or related field may substitute.
Licenses and Certificates:
Must possess a valid Oklahoma Drivers License and drivers record that is acceptable to the City's insurance carrier.
