The City of Norman, Oklahoma, home to the University of Oklahoma (OU), is the state’s third largest city with an estimated population of 122,800. Located within the Oklahoma City metropolitan area, Norman enjoys a reputation as a progressive and dynamic community. It also serves as the seat of government for Cleveland County. Over the last five decades Norman has witnessed steady population growth spurred by new businesses and OU’s expansion. Known as a “city of festivals,” Norman attracts millions of visitors each year to a variety of cultural events, Oklahoma Sooner football and other University-sponsored events. 

The City Manager is appointed by and reports to the City Council. Norman’s FY 2019 budget is $268 million, supporting 872 regular employees organized into 12 departments. 

The position requires a Bachelor’s degree in public or business administration, finance, or a closely related field, Master’s degree preferred, and extensive experience in local government management in an organization of comparable size and complexity. Qualified candidates will have considerable experience in municipal operations and finances, building effective relationships with elected officials, and providing organizational leadership to achieve strategic direction. Candidates must have exceptional leadership, interpersonal, and communication skills. 

A competitive salary will be provided. Beginning salary will be negotiable, depending on qualifications and experience. Relocation assistance is negotiable.
